Its a toss in my opinion because 24 too much for trick room but thats just my thought wait for a second opinion.
No SR, just once and check. If you get nothing good, you get nothing good (just like I did with Timid Regirock and Bashful for ice and steel :()

That's an obvious toss. Speed IV is way too high for a TR setter and attack is also too low

Its a fairly good Keep for your personal use.

As of now it's the best one on Smogon so you can keep. It's not a guarantee that it will stay that way but not a guarantee someone will find a better one.
Celebi is a TR setter, not sweeper, so imo the speed is kinda of... tricky. sorry.
My friend kept a 31/x/31/31/31/31 relaxed, which hits 212 speed - faster than most defensive mons (uninvested rotom-w hits 209 iirc) and slower than pretty much anything offensive (only thing that underspeed it are max neutral base 55 eg modest ampharos and adamant crawdaunt)
Don't know if you tossed it already but I suggest to take a look at speed tiers before making the call, obviously if it's for personal use.

Plus, in case of being a TR setter/sweeper/whatever you'll do under TR you still want as low as possible speed. And crawdaunt and rotom-W should be undersped for hitting them (or baton passing) first under TR
Pretty decent for personal use and maybe for trading but the 24hp IV is kinda unfortunate though
