I'd say 60 is a nice round number for base attack if it is to be a special-oriented mixed sweeper. 219 running maxed attack EVs (240 with a boosting nature) is more than enough to put a dent into Blissey/Snorlax/Regice with Focus Punch. STAB Fighting, even with a "bad" attack stat, is nothing to mock.More discussion please?
Anyways, I have to go Special. I love Deck Knight's idea of a much stronger McGar. SubPunch + Ghost move is awesome. The attack only needs to be in the range of 60-80 to work with Focus Punch. So more Special Defensive is good. I don't prefer either option of Ghost offensive moves; they are both pretty lacking. So I'm going to go with the one that is interesting.

I don't understand why everyone is saying Physical and bolding that, but then adding a side note that they want balanced defenses. Isn't that what Balanced is?

They want a Physical attacker, but with balanced defenses.

Even if this thing goes Physical, i really hope it doesnt have over 80 speed. This typing is damn good for it to be fast.
The problem with that, and what I'm considering for my submitted spread, is that if we make it too slow it becomes an excellent Trick Roomer. While TR isn't too common, a pokemon with a 525 BST but 30 speed will undoubtably give Bronzong something else to strive for. I do agree with you however. Something that will have over 100 attack and 75+ Sp. Attack doesn't need to be fast with balanced defenses and excellent typing.
On that note, Hyra, you need to make a choice soon for the base stats. We could keep making OU pogeys with 500 BST minimum, but sooner or later the UUers will be upset. I know that tier is more often than not decided by moveset, but unless we limit this guy specifically to his STABs, it seems unlikely that he'll leave OU.
Uh... I already stated my opinion on us creating UU pokemon. We can't. I feel our goal should be to make a completely balanced metagame of about 40 Pokemon. If those Pokemon happen to be UU in the standard metagame, okay. But we can't what tier something is going to be. Also, I doubt any stat total under 500 will be chosen.
