Initial rules for SMOGON NOMIC

1: Basics

1.1. The hosts, internet and acidphoenix, interpret and enforce the rules.

1.2. Rules with higher numbering take precedence over rules with lower numbers where they would contradict each other.

2: Winning and Losing

2.1. A player wins the game when they have 100 points.

2.2: When one player wins the game, the rest of the players lose.

2.3: When you break a rule, you lose the game, unless otherwise stated by the rule in question.

2.4: A player who has lost or won is no longer part of the game.

3: Adding Rules

3.1. Each game round has two phases.

3.2. The first phase is the Proposal Phase. During the Proposal Phase, each player proposes one rule or passes. Once each player has proposed a rule or passed, the phase ends early.

3.3. The second phase is the Voting Phase. During the Voting Phase, all players post their votes on rules proposed during the Proposal Phase, voting once per proposed rule. Any rule which achieves majority is enacted when the voting phase ends. Once each proposal has achieved a majority for or against it, the phase ends early.

3.4. If you fail to take action for three consecutive phases a sub will be requested.

3.5 Upon enactment of rules, all passed rules will be added to the list. All rules of a phase will have the numbering "x.y," where x is the first unused number and y is determined through consecutive numbers, with order being determined from least to most votes achieved. If two rules have the same number of votes, the one proposed first will receive the higher number.

4: Rules from Proposal Phase 4.0

4.1: The Title Rule

4.2: The Permanent Deadline Extension
Phases last a maximum of 24 hours, replacing the previous maximum.

5: Rules from Proposal Phase 5.0

5.1: Stricter Activity
Every time a player does not post in a Nomic thread for an entire Proposal and Voting Phase, that player loses 10 points. Players may go into negative points.

5.2: AMENDMENTS AND REPEALING
During the proposal phase, instead of a new rule, one may propose to make an amendment to a rule or repeal one, following the same rules as making a rule. This allows rules with rather high numbers to be easily amended without getting a large number of votes, and makes sure that past rules aren't entirely permanent.

5.3: DEAD RULE WALKIN'
Any rule that has been superseded by a rule that was later passed shall be removed from the list of rules and added to a list of obsolete rules for simplicity's sake. Should the superseding rule be repealed or amended in such a way that the original rule regains validity, it shall be moved back to the main rules list.

6: Rules from Proposal Phase 6.0

6.1: POINT TRACKER
At the conclusion of every voting phase (Starting with this coming voting phase), the hosts are required to post a list of players currently in the game, along with the amount of points they currently have.

6.2: Clean Slate Substitutions
Players substituting into the game cannot inherit negative scores. In the event where a player substitutes in for a player with negative points, their score becomes zero.

7: Rules from Proposal Phase 7.0

7.1: Speed things up a teeny-tiny bit
Each turn, the leading player gains 1 point. If there's a tie, all players who are in the lead will receive this point

7.2: Three is a Magic Number
Until a winner is declared, there must always be at least three active players for the advance to the next phase. Should there be an occurrence where there are only two active players to end the round, the hosts will have 48 hours to find a sub. Should the hosts fail to find a sub in this time period, the last player(s) to be eliminated will be allowed to return to the game as if they had not lost in the first place.

8 Rules from Proposal Phase 8.0

8.1: Bottom Gurl

Everyone currently in this game (Excluding sunny004, otherwise this rule wouldn't make any sense), and any new players entering this game must change (or add to) their signature to:

I am sunny004's bottom girl. Put this in your sig if you are too.

Players that fail to do so will lose ten (10) points each phase that they are in violation of this rule.


8.2: Maybe this will open up some options for later

Each player gains 10 hit points at the time of this rule's passage. There is no cap to how many hit points a player can have. If a player's hit points reach zero, they lose all of their points and can no longer gain hit points.


8.3:Passcode

When this proposal is passed, each player must PM the host(s) a 6 digit number; this is their passcode. This passcode may be used in the future. Future players must create a passcode and send the hosts it as well.

8.4: Idling
Should a player choose not to post a rule during the proposal phase, they may opt to idle the round by posting their intentions in the thread. Players cannot choose to idle in the voting phase. Should a player idle, they will not incur any penalties for inactivity.

9.1: action phase
There is an action phase between the proposal and the voting phase where all other action than voting or proposing take place.


9.2: PROPOSAL: ~ATH Do We Part
Every player may write one ~ATH code (see http://mspaintadventures.wikia.com/wiki/~ATH for details) and PM it to the hosts. It must make some level of sense programming-wise and with ~ATH's constraints, but because ~ATH is so esoteric (and fictional), you may make up some details. Once the player, or real life person, attached to the loop dies, the code will execute, affecting the game in some manner of your choosing (provided the hosts accept it). You may edit your -ATH code freely, and change it as much as you want at any time before it is executed


9.3: Item Get!
During a action phase, you may instead of taking any other possible action choose to search for an item. The item you get will be determined randomly, and kept secret from other players. Useable items may be used at any time freely.

Items in this game the moment this rule goes into effect:

Health Potion: Heals 3 HP when used, is single-use only
Bulletproof Vest: Automatically reduces the damage of the next attack against you in half. Breaks afterwards
Gun: Shoot another player for 1 damage. May only be used once each cycle, has 4 total uses

Of course, more items can be added later through extra rules (or amendments to this one). For now, each item has a 1/3 chance of turning up
9.4: xd xd xd xd
During each Action phase, players may publicly announce a "hit contract" on any other player. You may only announce one hit per turn. This uses up one of your hit points.

In the same action phase any other player may choose to accept the contract, who will then challenge the targeted player. Each hit can be accpeted once and if it fail to be accepted in the same action phase it is cancelled. This player is called the "hit(wo)man". This challenge can be any sort of contest of luck or skill available (online poker, chess, pokemon, a singoff or danceoff to be voted in by other players, an irc history quiz, etc). The target and the hit(wo)man should agree on something they both want to do (and are both able to do), but the hit(wo)man suggests first. Results should be posted in the nomic thread. There are no ties, so rematch or figure something out. After the resolution of the contract, there are two possible outcomes.

If the target wins the contest, they gain 5 points and a hit point, the contractor loses 5 points, and the hit(wo)man loses nothing. If the target loses the contest, they lose 5 points and a hit point, the contractor gains 5 points, and the hit(wo)man gains 10 points. If the target does not respond in the 48 hours after the challenge they lose 10 points and 2 hit points, the contractor gain 10 points and a hit point and the hit(wo)man gain nothing.
9.5: Lets Talk This Out
Following the end of Phase 9 (the current phase), there will be a 48 hour break in order to discuss the direction of game play moving forward. All players must post in this discussion period, or they will lose 2 Hit Points and 5 Game Points.

12.1: Hacking
If you successfully end up figuring out somebody's passcode, you have "hacked" them. Once you have hacked someone, you have 3 options

1) "Spy". If you go this route, your target will never even know they've been hacked, but all you can do is simply see what their ~ATH code is, and any changes they make to it. What you use this info for is up to you

2) "Modify" Selecting this option will immediately alert your target that they have been hacked, but not who it was that hacked them. However, you are able to freely edit their ~ATH code, until your target figures out your identity. They can freely see what you're doing to their code

3) "Lock-Out" You completely steal their ~ATH code, and replace the passcode with one with one less digit (an ~ATH code that's been locked-out once has a 5-digit passcode, if it's hacked again it has a 4-digit one, and so on until it stops at 1 digit). The code is still under the original owner's name for the purpose of guessing their passcode. You can freely change this ~ATH code, but the one you stole it from is unable to see any changes you make. If you go this route, they will know exactly who stole their ~ATH code, and will probably be out for revenge!

12.2: MASTERMIND
During each action phase (between proposal and voting), a player can select another player and has one shot (per action phase) to determine his passcode by PM'ing the hosts.
The hosts have to answer to the PM by saying the count of numbers that are correctly placed, and the count of numbers that exists in the passcode but are not correctly placed.

13.1: NO SELF PROMOTION
Players are not allowed to vote on their own proposal

13.2: There's gold in them there hills!
All players receive 100 gold at the time of this rule's passing. Players will earn 10 gold for every rule or amendment they propose, 5 gold for each cycle in which they vote on proposals, and 25 gold for having their proposal passed. Any player who runs out of HP loses all their gold; if they are killed by another player, the killer gets this gold.

13.3: Counter-Intelligence
During an action phase, instead of doing the mastermind thing, you may choose go into Counter-Intelligence mode by PMing the hosts. You will be informed, by the hosts, of the nicknames of everyone who is attempting to guess your code.

13.4: Legendary Items
When searching for an item, players have a 1/200 chance of instead finding one of the following items.
Vote Voider: Voids a chosen player's voting ability for one turn.
Proposal Punisher: The chosen player's proposal requires two more votes than normal to pass.
Majority Minimizer: The chosen player's proposal requires one less vote to pass.
Double Deliverer: The chosen player's vote counts for two votes.
Enemy Eliminator: The chosen player is now dead. Can be blocked by a bulletproof vest.
Code Cracker: Reveals 3 random digits of a chosen player's passcode.

With the exception of Legendary Items, players may spend 75 gold during the action phase to purchase any item currently in the drop table. Players may only purchase one item per cycle, and they may not search for an item if they choose to purchase one.

Additionally, during the voting phase players may choose to spend 200 gold to give their proposal one additional "YES" vote.

Additionally, during the voting phase players may choose to spend 2000 gold to automatically pass their proposal. However, any player can spend 1000 gold in response to block this effect. The gold is still spent if this is blocked.

FINALLY, during the action phase, players may attempt to steal either 10 or 50 gold from another player. Each player has a base chance of 50% for the 10 gold steal to be successful against them and a 5% chance for the 50 gold steal. Each player also has a base 1x multiplier for stealing gold from others.

14.1: Bribe your way to victory
Players may purchase up to 10 points each action phase. A point costs 10 gold.

In response, other players may choose to spend their own gold to prevent that player from buying these points. Blocking a player from purchasing a point costs double what the original purchase costs. If two players are in agreement, they may pool their gold to block a point purchase (for example one person spends 60 and the other spends 40 to block a 5-point purchase). Players who have a point purchase blocked lose 1 HP, and only 1 HP - they cannot lose more than 1 HP in one cycle, even if multiple point purchases are blocked.

16.1 : SNITCHING

When a player doesn't follow a rule, another player can point it out. The player that points it out first earns 5 points.

16.2: Attack on Nomic Mk. II

During the action phase, players may choose to attack another player. This is done privately by PMing the hosts your target. Players start out with 1 ATK, meaning their attacks do 1 damage. Attacks are blockable by a bulletproof vest. If the attacker has a gun, they may choose to bolster their attack with the gun, expending a bullet to increase the damage by 1. Additionally, all players gain 10 HP at the time of this proposal's passing.

14.3: Proper Tags Pls
The hosts will post in the tags immediately instead of editing them in, so that we can actually see when we're tagged.

14.4: Pokemon Battle
At any time, a player can challenge another player to a Pokemon battle on PokemonShowdown. It can't be refused, and must be scheduled to occur within a week. The hosts may determine an activity win if necessary. The tier will be ORAS OU unless both players agree on a different tier. The winner of a Pokemon battle under this rule gains 5 points, while the loser loses 2 points. A player can't battle the same player more than once.

17.1: Abilities
On passage of this proposal, every player may PM the hosts any Pokémon ability to use. They will have all of the effects of this ability, interpreted by the hosts. Some are simpler than others (e.g., Sturdy is pretty obvious in this game), so the players will have to pick their ability wisely.

17.2: Hoarding & Healing
Duting action phases you may chooses to Hoard OR Heal, meaning you gain 1 point or HP respectively(your HP cannot go over 10) you may only do one of these every second round.

17.3: Legendary Item Shop
You can now buy any Legendary Item for 3000 gold

17.4: I'm tired of having to open a new tab to vote on friggin proposals
At the beginning of the voting phase, the hosts must post all proposals which are up for a vote. Failure to do so will require the hosts to buy Walrein $5 worth of RP on League of Legends.

17.5: Craig's Nomic
During the action phase, players may look to sell or trade an item from their inventory on the open market by posting "Looking to trade [Item(s)] for [Gold Amount / Other Item(s)] on the Black Market" in the thread. The first player to respond to that post that can meet the requirements will complete the transaction. Posting an item to the black market or exchanging items on the black market, while done in the action phase, are not considered action phase actions meaning that other actions such as searching for an item or buying points with gold can still occur.

If you're wondering about my proposal, I basically wanted to add another dynamic to the game. Of course there is no way to find out someone's passcode currently, but we can make future proposals around it. For example, a future proposal might give players the ability to find out a single digit, or find out the sum of their digits. You can get creative with it. And then the vote management that comes with it could be interesting as well.

PROPOSAL: RULE REWARD

During the voting phase, each player, along with their votes, must submit their own personal "rule ranking" list, ranking which rules from the last proposal phase (The rules that they are currently voting on) they think are the best. Voting will be in ascending order, so 1 is the rule said player thinks is the best, followed by 2 which would be lesser than 1. In order for your proposal votes to be counted, you have to submit your rankings. At the end of the voting phase, the hosts will count the votes and award 10 points to the person who proposed the best vote, and five points to the person who proposed the second best vote. In the event of a tie, the points will be split as evenly as possible between the winning parties, using fractions, not decimals, to divide points.
 
PROPOSAL: 1 Champion

There can be only 1 winner at this end of this game. If there is a state where 2 players or more fulfill the winning conditions at the same time the game is not over until 1 player is left still fulfilling the winning conditions.
