Welcome to Smogon! Take a moment to read the Introduction to Smogon for a run-down on everything Smogon, and make sure you take some time to read the global rules.
hi. i’m really unsure as to where i should report this, but i encountered a bot on ladder. i thought they were supposed to be registered and not registering them is a bannable offense, so i’m hoping something can be done about this. replay below. https://replay.pokemonshowdown.com/gen9ou-2699463445

There is a grace period where bots and owners won't be punished for not being on the register (we're still there). The register is not public in the first place so you're just assuming that they're breaking the rules.
There will be an option to not match with bots on ladder but it's still not implemented, you'll have to be patient.
to my knowledge bots are not able to match with players who are participating in a suspect test, however according to this post “bots will not affect ratings” implies that all rating metrics are completely unaffected by playing against a bot, including COIL.

This is straying far beyond the purpose of this thread. Please take this conversation somewhere else appropriate if you wish to continue it, but do not continue it here.
Okay so I have two questions:
1: How do I build BO around Dragonite? I've tried doing so many times but all the teams I build end up getting shredded by fairies and ice types.
2: Why the [cungadero] does Grass Knot make contact.

For teambuilding advice I would recommend finding the subforum or some other chat about the format you are building for as they will be able to give you better advice than just nebulously asking for general Dragonite partners. You can find the discord servers for all of smogons main formats here.
Grass knot is coded as a contact move ingame, if you’re asking for the logic behind it I’m not too sure, but it’s not the only special attack to make contact, other notable examples are Draining Kiss and Electro Drift
Potentially stupid question: I understand the tier hierarchy of AG->Uber->OU->UUBL->UU->RUBL->RU->NUBL->NU->PUBL->PU->ZUBL->ZU, because it's all linearly based on usage or the restriction thereof. However, where exactly does NFE->LC fit into it? The Pokémon in the latter are a subset of the former (I think? It looks like it at a glance), but neither is a proper subset of the above-listed tiers. So where do they fit in? Are they just considered to be at the bottom, below ZU?
They are categories that also have functional tiers. LC stands for Little Cup, a tier that has come to mean "any 'mon that isn't evolved but can evolve" and NFE stands for Not-Fully-Evolved, a category that became a tier which means "anything not fully evolved" (shocker).
These two do not fit into the usage based tiering structure because they aren't part of it, they're their own things.
So, in regard to the AG-> ... ->ZU rankings, where do the Pokémon that are labeled in the website's lists as "LC" and "NFE" fall? Are they simply considered "untiered"?

LC and NFE are separate metagames that don't fall under the usual tiering system, LC is for level 5 unevolved mons that can evolve (think larvesta, tinkatink etc.) while NFE is for mons that aren't fully evolved (think drakolak, clefairy etc.)
mons labelled LC or NFE generally don't have a usage-based placement in the standard tiers, but they can still be used in those tiers provided they're legal
you can read more about them and their respective metagames here:

adding onto what skype and a fairy said: any fully evolved pokemon that is legal to use in ZU is (at least in the builder) marked as ZU, even if it's not "ZU by usage" (ie with usage above 4.52%). not fully evolved pokemon, meanwhile, can fall from ZU to NFE (or to LC, if the pokemon has not evolved) if their usage in ZU falls below 4.52%. the LC and NFE metagames are however completely independent of the usual tiering system, for example pikachu is currently marked as ZU in the teambuilder but is perfectly legal in NFE.
when a pokemon is banned from LC and it doesn't have enough usage to be marked as any OU->ZU tier, it gets marked as NFE in the builder even if it hasn't evolved yet. see diglett, torchic, vulpix, voltorb-hisui....

Ahh, so even though the NFE and LC metagames have nothing to do with the usage scale, the Pokémon specified with those two labels in the Strategy Dex are effectively ZU on that scale, even though they don't reach the usage threshold for a proper ZU designation?
