As most of you know, the Smogon tiers were scheduled to update this month. For those new to our system, how our tiers work is that they're primarily based on usage (the names of the tiers, OU, UU, RU and NU, literally mean "Overused," "Underused," "Rarely Used" and "Never Used"*): Pokemon that are used heavily in the tier above get banned from the tiers below.
Usually we only update our tiers once every three months (suspect tests notwithstanding), but due to an unfortunately timed server crash, we lost the data necessary to update our tiers in time for the ORAS release, and rather than force players to play using incredibly out-of-date tiers based on the XY metagame we decided to hack together a workable compromise that would allow the tiers to reflect drastic changes in the metagame while not being ruled entirely by momentary trends.
We're now in Month Two of that solution: allowing Pokemon to rise if their usage is more than 4.52% (50% chance of seeing the Pokemon at least once in 15 battles) and drop if used less than 2.28% of the time (50% chance of seeing the Pokemon at least once in 30 battles). We'll do another tier update next month that uses the same threshold for rising and dropping (the familiar 3.41%), and those tiers we plan to lock in for three months.

- The usage numbers are a weighted average of this month's and last month's stats in a 1:5 ratio (1 part November, 5 parts December)
- OU decided to disable the standard ladder for the duration of the current suspect test. Thus, for determining December usage, I included the stats from the suspect test as well. It's one part suspect test stats to three parts pre-suspect test stats, but that ratio is pretty close to the ratio of OU Standard to OU Suspect battles for the month
- Still using 1695 OU stats (for both Standard and Suspect) and 1630 stats otherwise.
