Customization is something all sites use. It's why I can have a Goomy on these forums, why you can have a We going ape shit on these forums, and is a general standard for social media sites. I hardly think I'd be the only one who wants more of that on PS.
As for getting involved, I'm a driver in one of the site's chatrooms. It isn't global, but I'm starting somewhere. What about you?
You mentioned why universal custom avatars are unlikely at best to happen in your first post - each one has to be manually implemented. I went and took a quick look at PS to check on how many people were there to get an idea of the number of avatars they'd need to manually put in.
In the middle of the day US time on a weekday there were over 11000 people online, and over 2400 active battles. Even if you were just to do the people in the battles that's still over 4800 avatars to put in. Even if we say that the programmers can get a custom avatar up in 20 seconds, that's still over 26 manhours of work. And all this is on the low end for the possible number of avatars.
Add in that even the current custom avatars do have a format that has to be followed (size and detail limitations for example), there'd also be adding in the time to either tell people that their choice of avatar isn't ok or taking additional time to program something to autofilter and making sure that said avatar is implemented correctly.
You'd potentially have more success asking for more public avatars to be added - if you really wanted Goomy then I'd suggest suggesting that they add the gen 5 style sprites and Layell's latergen ones as public avatars.
I hope that helps answer and I even fit your criteria in your first post of "[not] enjoying the luxury of a custom avatar that others can't have."
