Harvest Florges: This one speaks for itself, but here are some of the possibilities: Rest + Lum for instant max health recovery and status immunity, leaving it with three free slots, unlike Sylveon which has two. SubSitrus with Moonblast, Toxic, and Wish. SubCMSitrus with Moonblast + Shadow Ball and a physically defensive spread.
Sorry alex, Florges does not get Shadow Ball.
 
Roost Empoleon. I've always liked this penguin, and it has pretty fun typing. I think roost would add a lot to it.
 
As interesting as empoleon would be, I find metagross to be more useful and varied a Pokemon, so I think I'll go with Levitate Metagross
 
Levitate Metagross. I've always liked the robot monster, and I'd like to see (at least in theory) what he could do if he wasn't so bad.
 
There are plenty of Pokemon that learn Roost but can't learn Fly, such as Venomoth, Beedrill, and Dunsparce.
Said Pokemon are also visibly flying at all times. The only exceptions are Dunsparce, the firefly duo, and the Scyther line, all of which have been shown flying anyway (even Scizor, who has used its wings to glide on wind currents).

I don't think you should be getting all caught up in the flavor. Roosting Empoleon isn't the most senseless thing in the world. You mentioned Dodrio in your previous post, but what makes Dodrio learning Fly and Roost more sensible than Empoleon learning them? (not saying Empoleon should learn Fly, that's dumb)
 
Levitate Metagross One of my only gripes about Gen VI was because one of the few non-draconic and coolest looking pseudo-legends got no love. :c
