So after attempting an E4 trial run and getting my butt raped because my levels are too low, where should I train? My Pokemon are level 45ish.

I used the floor with the Floatzel in Victory road. The idea of hammering the earlier e4 members is a good one, since you no longer lose half your money in DPPt.

Heart Gold has Latias

Of particular note is only SoulSilver has Skarmory. Then again, you can just GTS for it easily enough.

I came across this in the Platinum In-Game Tiers section:

Whether you get Skull or Armor Fossils [in the Platinum underground] is dependant on your Trainer ID. Even is Armor Fossil, odd is Skull Fossil.

Are there any other factors in the game like this that depend on your Trainer ID?
If possible, could someone tell me if such TID# factors exist in any other games?
(I don't think there were any factors in Gen I or Gen II, though.)

By "factors", I mean stuff that will only happen if your TID is {{whatever}}.
So this excludes shinyness, the lottery, etc. since those can happen regardless of your TID.

Why is Wynaut useable in NFE but not in the standard Metagame?

In Little Cup, there are too many heavy hitters and not too many support users for Wynaut to be increadily useful. At L5 it is also generally far harder to tank hits.

In standard, Wynaut can effectively trap and shut down a large variety of pokes with only some trouble, and has more defence than one would think.

In reality, I just want to make a team that features Milotic in some way... a OU team structure would be much appreciated... Which of my favorite movesets would work better for Milotic in OU?

Surf/Toxic/Rest/Sleep Talk
Surf Ice Beam/ HP Electric/ Recover...

I feel like the above is better for a stall team but I need to know what will overall be more powerful in OU!

Just use the second milotec over vaporeon on some bulky offense team, you will get similar results. The main downsides will be slightly less physical bulk, no wish and less gyara protection, but on the upside you will have instant recovery and good coverage, something vappy can't do at the same time.

Would Frustration be a good alternative to Return ingame? Basically, is it easier to keep happiness low or high? Herbal medicine should help lower it. I'm thinking especially for Regigigas, who I presume is caught at low happiness.

Return is Normal Type. and Frustration is Dark Type, so the move you want depends on type you want.
To answer your question, though, it's far easier to keep happiness high, since once it's at max, it's hard to bring back down. When it's low, on the other hand, even walking around with the poke can bring it back up.

and it's much easier to keep happiness high. Even if you get your Pokemons happiness down enough to make Frustration powerful all it takes is for you to walk a little bit for it to go back up.

I need some Pokeradar help, guys; I've been trying for over an hour to find a Togepi on route 230 and haven't found one. What could I be doing wrong?

The Togepi grass will sparkle differently, and it will always be 4 spaces away, IIRC.

Or you just have bad luck, happened to me too with Togepi.

I think I read somewhere that Entei and Raikou are set once they are released, but Suicune can be SRed at Cerulean Cape (Route 25).

There was this youtube video (now removed) that showed someone using an emulator to RNG Suicune at Cerulean Cape, so...

Like Crystal version, Suicune is stationary in HGSS and fights you in a fixed location, unlike Raikou and Entei who run away constantly.

So Suicune's IV and nature are generated like any normal encounter, but Raikou and Enteis are simular to all previous roming pokes in that they have their stats set after being released.

So yes, you can easily SR for Suicune in HGSS.

I need some extra tips with happiness:

I'm breeding a Clefairy, which means every time I want to replace one of the parents, I have to happiness evolve a Cleffa, which means giving +80 happiness. I don't want to waste half an hour every time I have to do this. Any tips?
