Is Fire Blast a solid choice for Palkia even if one has Kyogre on his/her team?
Also, is Fire Blast generally better than Flamethrower?
 
Is there anything special to do when chaining in the Trophy Garden? I've done pretty well chaining for shinies in the past and know all the rules but in the Trophy Garden I can't seem to chain above 20 no matter what and my Eevee chains usually break before 10. Spaces that are usually fine break chains in the Trophy Garden.

Generally it's better to use Fire Blast along with Groudon as in the rain Surf can cover most of the steels that fire blast is used for.

As for the second question Fire Blast is definitely much more useful. For one in the sun fire blast does more damage than spacial rend which is crucial for killing stuff like Mewtwo, Darkrai, etc (although it really depends on the situation). Fire Blast is also needed to make sure Metagross is KOd and to KO Jirachi (in the sun).
 
So even if I don't have my own Groudon, I may still use Fire Blast to enable Palkia to prevent opposing Groudon from harmpering it?

Also, Is Psywave usable as a set-damage move? Does it affect Dark-types?
 
Psywave's rubbish I think. It's too erratic, misses altogether 20% of the time, and I'm not even sure that any of the handful of things that can learn it would want it.
 
Is there any possible chance that the official smogon server (not he CAP one) will get a NU ladder any time in the near future? Not to sound like a schoolboy bitch, but OU and UU are kinda getting boring.
 
Lati@s and Weezing could make good use of it-and are Dark-types immune to it?

Yes Dark Types are immune to it. and No, its a bad move anyway.
 
What is the overall best Milotic set in OU? Like, is it a better sweeper, tank, sleep-inducer, status-absorber, etc... The new analysis has some cute options for UU but I'd prefer the most competitive Milotic set possible in standard.

Can Surf/Toxic/Rest/Sleep Talk work with the same spread as the analysis rest-talk set?

Theoretically it could, but mono-attackers are usually a hinderance, and it depends on what pokemon you run it on. If you run it on like Milotic it could, because Aggron/Steelix most likely won't switch in and try to absorb the toxic for fear of a Surf. But then again, they have a good chance to damage you, assuming you use Rest/Toxic during your two Sleep Talks. Its risky but it could work.
 
Are there any tips for sketching with Smeargle? I want to teach it a lightning move (ThunderPunch most likely) so I can successfully EV train at the 6 magikarp fisherman. I'm thinking of VS seeking a doubles battle with him and my Breloom, then Spore both opponents, then ThunderPunch one of them with my Infernape and sketch it with Smeargle. Will that work? What would be the recommended doubles trainers for me to go after? Never ever used a Smeargle before and I have to EV train it for someone. Thanks in advance!
 
For all my sketching needs, I use the two kids with Pachirisu just South of Floaroma. They are low levelled and can't really do much to you, while you can just Sketch away to your heart's content.

If nothing else, Eevee is in the Ground egg group. That means that it can use Smeargle to get any and all of its egg move combinations.
