In the first three generations, you get a 10% boost to the relevant stat(s) in in-game battles. The stats shown on the stat screen are before the boost. This does not apply in link battles, and MAYBE doesn't apply in the Battle Frontier. These boosts are not present in any 4th gen game.

As a more direct answer beating Red is necessary to get Kyogre in HeartGold or Groudon in SoulSilver from the embedded tower. The roaming pokemon Latias/Latios from HG/SS respectively can be found after the national pokedex is obtained. To get more specific information just look at the link.


Question - Is it possible to battle competitively over WiFi with pokemon with bad IVs?
 
Ayres- to a certain extent. it depends on the stat, and the pokemon. Speed almost always needs to be 31, because hitting first or second is a HUGE deal. Otherwise you have a bit of leeway. But a Blissey with 0 in HP isn't gonna be near as effective as one with 31

Depends on which one you understand better. If you understand RNG, its easier, if your a really good breeder, thats easier. If you are brand new, I would suggest reading up on RNG, if you get it, do it, if you don't, breed.

I think he meant capturing RNG'd Pokémon or breeding RNG'd Pokémon.
 
I just SR'd for a shiny Sinnoh starter.. and after a whileeeeeeee, i got a Shiny Chimchar.

But seriously.. who wants a hot pink monkey. Should i keep SRing for hopefully a better shiny? Or just stick with it.
 
I'm not entirely sure that would work. Being in motion isn't what makes it work, it's the constant up and down, almost bouncing motion of walking that it's designed for.

I've heard it can take hours to get a shiny starter. Unless you really think you'll hate looking at it, I'd say definitely keep it. And hey, if you do end up hating it later, I certainly wouldn't mind taking it off your hands. ;)

I want to find my Secret ID but its hard to catch a shiny (duh). So I was wondering if someone could check my SID for me (you know a bidoof for a bidoof trade and that someone use the bidoof to find my SID). Thanks!
 
Is it possible to RNG for an legendary you have to interact with? I'm trying to get a shiny flawless Rayquaza in Heartgold.
 
Does not having an advantageous type in a Pokewalker course completely prevent the !! and !!! pokemon to appear? I had my Heracross in Yellow Forest with over 40,000 steps (Rumble pak ownz), and I still saw nothing but Group C pikas after hundreds of Watts spent in the Radar.

Can anyone confirm a similar experience?

I usually just hold in in my hand and sort of bounce it up and down by moving my wrist, if I need more steps.

Those are the only legendaries you can RNG abuse since you can't do it for the roamers.

The !! and !!! Pikachu are extremely rare. I've gotten plenty of things without an advantageous type.

when should I evolve my Scyther into a Scizor?

You can get a Metal Coat from the Pokeathlon so you can evolve it right after you get it, if you like. I'd evolve mine somewhere between Chuck and Blackthorn so you can have STAB Wing Attack for Chuck and get Bullet Punch for Scizor.
