Nope, it's Kibago using Dragon Dance.
Also in that same vid you see the new bug using it's Bug Resistance dropping the croc's and grass starter's sp.atk(?). The croc's sp.atk drops first, so would this imply it's the faster one?

So, what's the huge bonus of a pure-Dragon having Mold Breaker, anyway? Okay, it's hitting Bronzong with (Non-STAB!) Earthquake, but it'd still have to run a Fire move to hit Skamory and, to an extent, Forretress and Scizor.
So, what uses does Mold Breaker have? This is, of course, discounting new Pokémon and abilities. Because if they come up with a "Dragon Absorb" kind of ability, then this is huge.
I'm not too sure, either. Defensively speaking, it resists Electric, Fire, Grass, and Water. Meanwhile, its fellow Dragon Salamence resists Bug, Fighting, Fire, Grass, and Water, with an immunity to Ground. However a pure Dragon is only weak to Dragon and Ice, both 2x weaknesses, while Salamence is weak to Dragon, Ice (4x), and Rock. I think we can see from Heatran that resistances are more important than weaknesses, though.
Offensively, well it has less STAB options than Garchomp, Flygon, or Kingdra, while not adding any useful resistances like Salamence. I'd say it'll probably be inferior to our other pseudo-Dragons, unless it gets a ridiculous stat spread which focuses on hitting hard and fast.

I'd be glad if its pure dragon. finally we can have a dragon with more than 95 base attack that can set up on bulky waters and isnt weak to pursuit. fuck you FWG cores.
what about metagross? he's not 4x weak to anything, and has 9 resistances. i could see kibago's line as a pure dragon-type.

That's because he got physical STAB with U-turn and Bullet Punch (and Technician). Sandslash already has Earthquake. I don't think there's a chance without an evolution.

Sandslash is a Pokemon that looks fully evolved,I cant see it having a evolution,and there are other Pokemon that are more deserving of a evolution.
There are dozens of Pokemon that look fully evolved and still have an evolution. Magneton, Magmar, Electabuzz, Chansey, Scyther, Golbat, Likitung, etc....

Sand Throw+Sand Power and giving him a good STAB priority move might do the trick.
Sand Power, assuming a 1.5 boost will give him 492 Max Attack. Throw a Choice Scarf on him and you've got a powerful sweeper.
Sand Throw, assuming it works like Swift Swim, would give him a base speed of 502. From this he could run off a Sword Dance or a Choice Band set.
Or, if they don't do this, when they should, then giving him Sturdy would allow him to run as an ample lead thanks to Rapin Spin and Stealth Rocks, but he really deserves Sand Power and Sand Throw.
There is a single viable Ground-type Scarfer in OU; Flygon. U-turn, Outrage, and immunity to Ground are arguably more useful than STAB Earthquake (though that just adds to its usability). I don't see why Sandslash would overtake him.
