Ok, so you ignored my other point entirely then just because half my post was incorrect. Excuse me for not classifying prehistoric animals, I was just pointing out why I thought they had a relation. The spikes on the side of its head still remains, along with the mountains on its back resembling the spikes anklyosaurus had on their back.
I think when Gold/Silver came out, they were expected to be the last game in the series, so I doubt they would've come up with the trend at that point. Someone probably noticed it and suggested it at some point afterwards.

Ankylosaurus didn't have spikes on his back, but on to your point. If we are going to classify a pokemon as something or are going to say that it bears a resemblance to something just because it has one characteristic of that something, then we could easily say that houndoom has some relation with goats or ibexes just because it has horns that look like those of goats or ibexes.
I wouldn't focus on the details so much. That statue of Dialga/Palkia in Eterna city looks exactly like neither of them. It does look like a Dragonite judging from the skull, wings, and general body shape, but yeah it has four legs. Maybe it's a misidentified fossil Pokemon assembled from multiple skeletons of different species. It happens sometimes.![]()

Edit: Dragonite has 3 toes, so it has to be a new pokemom. It's not Reshiram or Zekrom either. 3rd legend, perhaps?? BTW, those are ribs, not pincers.
EDIT 2: Looks much too similar to Dragonite. It even has a whole in the head where his horn is.
