Has there ever been a time where special attackers were dominant or at least equal to physicals since GSC?

Special attackers have always been at least equal to physicals. Though there are fewer of them, they really only have one very effective wall, which can be played around without too much difficulty (see this RMT for an example). Special attacks are in general more powerful than physical attacks (Ice Beam vs. Ice Punch) and tend to have better type coverage. Additionally, pokemon that are viable special attackers tend to have access to many of these moves, which allow them to deal significant damage to many pokemon. Physical sweepers have more viable walls and tanks and usually have to resort to lower-powered alternate moves to complement their STAB. Before Blissey, special attackers were understandably more powerful, yet in no way are special attackers inferior simply because of Blissey. In fact, it can be argued that special attackers are more powerful than physical ones, because of the metagame's reliance on Blissey to wall special threats. Special attackers may use many methods to deal with Blissey, like going mixed as NP Infernape is known to do, or by luring it with exploders like Gengar and Heatran. In short, special attackers are not inferior to physical ones, and in many ways outclass them.

EDIT: Wow this is a long post.

If I reset my HG game, can I get the Enigma Stone again?

As long as the WiFi giveaway is still on, yes. But i thought that event closed a long time ago. Unless you managed to hack in the Wonder Card, or there's some random distribution happening in your area, no.

EDIT: Guys, help! I caught a Moltres, in Mt. Silver Cave in SS, and then proceeded to box it and never use it. It's still at Lv. 50, and the exp bar looks empty. Yet it's been checked to have 10/90/100 EV's distributed across 3 of its stats. What? I know it's not hacked, i caught it myself.

How do I beat SubSplit Gengar?

Specially Defensive Skarmory or Forretress pretty much destroy it. You can try a utility Scizor with Special Defense EVs, Leftovers, and Roost, but the other two are generally more useful imo.

Sounds like you gave it vitamins.

Hmm, didn't think of that. Why would i have done that, i don't know. Thanks!

Another question: I have a pokemon at level 100. I don't like its current EV spread, and would like to change it. Is there any way to re-train it, or am i stuck with the current spread?

you are stuck, since the only thing you can use are vitamins and berries. You can change it, but probably not to what you want

You can use the EV Reducing Berries to get rid of all your EVs. Then you can proceed to Re-EV Train your Pokemon.

But, BlueEew, i'm at Lv. 100. I can't gain any more Exp. and therefore no EV's. At least, that's what i thought, since there was all the hype about the Arceus EV limit, but now i'm confused.

Can i Re-EV it or not? I'm leaning towards not, but clarification would be nice.

At level 100, your Pokemon cannot gain any more EV's outside of EV boosting items like Protein or Calcium, and even then you can only get a max of 100 EV's in each stat using these items.

You can still EV Train it again. You just EV as normal and then when your finished put your Pokemon in the PC and then get it out again and the stats will be changed to the new EVs.

im pretty sure when your pokemon is at level 100.. you can still ev train them.

continue eving them, deposit them into the pc.. then put them back in your party. it should adjust the stats accordingly.

edit: didnt notice the Q answered.. keeping posted for a second confirmation.

No no no no. You can't EV train level 100 Pokemon.

You can only completely wipe the EVs and then put like 100 EVs in 5 stats + 10 in one from vitamins. Putting it into the box will recalculate the stats, yes.

Unfortunately, level 100 Pokemon don't gain experience, and therefore, don't gain EVs.

I'm really lazy when it comes to pokemon, and I dont know how to use RNG
I've always wanted to use a shiny on my in-game team, and I recently caught a shiny Slowpoke. I also always wanted to use a slowbro in game, so I thought this worked out perfectly. There's only one problem:

It's Timid

Should I just use this shiny slowpoke, or should i look for a non-shiny one with a different nature (such as modest or bold)

just reposting my earlier question

so only vitamins work after level 100?

If you use Beat Up on your partner in a double battle, it still joins in, right?

If you use Beat Up on your partner, it hits you instead, not the partner.

Guys, I was wondering if I put a Miracle Seed on my Torterra, would it improve the amount of HP I can recover using Synthesis?

Are some natures more common than others in wild pokemon? I've been catching male Marills like crazy to find an adamant one and out of about 50, Timid and Careful appear way more than any others. Was just wondering if it was chance or not.
