1. Lugia is Method K. (So are all the legendaries in the game which you can interact with, i.e. walk up to to talk to).
2. There are Timid spreads lower than 1000. It depends if you're going for shiny on your cartridge. When I did my Timid 31/31/31/31/31/31 Lugia I think the frame was ~300. Took about 20 minutes to advance the frame, and then about 10 minutes in battle to catch in that bloody dive ball :P
3. Not unless you're doing it on an emulator. If you are then you can do a Save State at the start of the battle, and if it faints, just load back from the save state. If you're doing it on a retail cartridge, I'm afraid not.

It's not a sure thing that you'll hit your seed.
Probabilistically nothing's really certain, like you might never roll a 6, even if you rolled a dice constantly for a week.
Once you start getting +/- 2 delays from your seed, I wouldn't bother correcting the timer any more. Just keep trying with those settings and you should eventually hit it.
And as for the -1 thing at the start. Mine's done that before, it's never seemed to be a problem, but it's only happened once or twice.
