I'm trying to RNG the Shiny Raikou that was just given away at Gamestop. I read through the Guide a little bit and I think I'm done with calibration. I did 10 trials and got a delay range of 590 - 604 for Platinum.
My target frame is 513. RNG Reporter tells me that the delay should be 660 on the target time.
1. So, my first question is how what do the different delays mean? I guess I'm asking how to reconcile this difference between my actual delay and the delay given by RNG Reporter.
2. How do wandering NPCs affect the RNG, particularly in the Pokemarts? The guide mentions how to determine if there are any NPCs in the frame but I didn't see anywhere what they actually contribute to the RNG.
1. If you are going for a delay that is outside of your 'button mashing' calibrated range, you are better off using a timer like Pikatimer or Zomgtimer than worrying about the calibration.
A timer allows you to put in the 'calibrated' delay (600) and then the delay you want, and it will set up timers to let you know when to reset your game and continue in order to hit your delay and time. From there you just make small adjustments to the timer until you are able to hit your spread regularly.

2. Wandering NPCs will troll you in Plat, which is why you need to RNG the wondercards by having the Journal automatically open when you boot up the game. Then you'll do your flips and when you exit the journal pick up your Raikou as quickly as possible.
Yes, this does mean that you are not able to check your seed before doing your advances, so it is important to calibrate properly before attempting to hit your frame, as doing ~250 journal flips does take some time.
One last thing, if you have any Roamers currently roaming in your game (Mesprit, Cress, Birds), that affects how easy it is to do some Wondercard spreads. For example, if you have no roamers, the Wondercard Pokemon will have a Monster frame of 1 and you would simply do the number of journal flips required to advance the RNG 512 times (512 + 1 = 513). However, if you have 1 roamer, the frame you hit would be 1 past your target (512 + 1 + 1 = 514).
This means that if you have an odd number of roamers, you will be able to hit even frames easier, but if you have an even number, you'll be able to hit odd frames easier. I bring this up because the little 'pause slightly' method to advance by 1 frame isn't as easy as it sounds...I tried it.
Just for your information, if you want an HP Grass Raikou, there is also a spread that is on a much lower frame: 30/30/31/30/31/31 Grass 70 (Seed 72130786 Frame 13). Yeah it may be the lazy way out...but it's what I did lol.
