I like the Jirachi/Mixmence core more thanks to Intimidate and the fact that Jirachi has far more block than Lucario and can tank more effectively while dealing good damage either way

Let's say I'm doing my Nuzlocke in Emerald (I believe it fits here, correct me if I'm wrong). Is the Castform at the Weather Station my pokemon for that route, or am I still allowed something else?
NOTE: I'm new to these forums, but I've been randomly browsing them here and there, and I think this is the right place to post something like this. If I'm wrong though, a point in the right direction would be appreciated. :3
Now let's cut to the chase: I'm fairly new at this EV/IV training business and not much of a strategist. But I need a winning Battle Subway team; I just want to beat the Subway masters at the 49th battles to upgrade my trainer card. So here's what I want to work with:

252 Atk / 212 SpA / 44 Spd
-Wild Charge
-Flamethrower
-Hidden Power (Ice)
-Brick Break
Chandelure @ ???
Timid / Quick to flee / Flash Fire

-Psychic / Hidden Power (Fighting)
Is this a working team? I don't want to waste time EV training and hatching and the like if this isn't a good combination. I haven't decided on a characteristic for the Haxorus yet, but I'm leaning towards speed. I'm also not sure what item to give the Chandelure, though I'm considering Choice Specs (unless there's something better). And on the note of the HP move for Chandelure, I've noticed in some places that it can be either Ground or Ice as well. I...don't understand how that works, lol. If someone could clear that up, that'd be nice as well.

Overall, this is pretty good, but I have some thoughts on this:
-Choice Scarf is best on Chandelure. If it's "Quick to flee" with Hidden Power (Fighting), then it's got a Speed IV of 24 (Hidden Power (Fighting) needs an even Speed IV to work). Read this for the IV/Hidden Power combinations. Basically, Hidden Power's type depends on the Pokemon's IVs; for example, a Pokemon's Hidden Power type is Dark if all its IVs are odd.
-The characteristic that shows in your Pokemon's summary doesn't really matter, but it'd be best if Haxorus showed something like "Likes to thrash about" or "Alert to sounds" (which sometimes show perfect Attack and Speed IVs, but only 1 of those characteristics will show if the Attack and Speed are the highest IVs)
-Haxorus is better with Brick Break over Rock Slide. Sure, it's redundant with Earthquake, but it nets you a supereffective hit on Ferrothorn.

when you say cecking the basics you mean that if they are hacked they will have perfect ivs and nature?and what about the location?if you hack a poke which area appears as its caught location?i just want to know so i can tell which pokes that i get from trades are legit.also if i have a female non legit parent,will the offsprings be legit or not?
Not necessarily, having perfect nature and 31 IV in all stats is possible through RNG abuse, on Gen IV there was a limit for this, Wild Poke could only be flawless if was timid, modest, calm and docile.On the other hand, bred poke and wondercard poke's could have any nature+IV combo.
This is no longer true in Gen V, now any nature can have any spread, wild catch or whatever.
My example was something like, an Adamant Mewtwo(which can only be caught in a previous gen game) with 31/31/31/31/31/31. This is hacked.
You can see if was a wild catch simple looking what type of pokeball it is in too.
Or for example a poke having a egg move, while is inside a ultra ball.Since it's impossible considering that every bred poke goes directly to a pokeball.
Nothing can be tracked down, but it could get you in trouble if you decided to trade it on Wi-fi subforums. Most people don't like it and I would not recomend.

I also once watch a random poke caught at route ----- met at level 00.Just like that.

IIRC if hacked in Gen V no, but the Gen IV hacks can in random WIFI. Oddly enough.
Also hacking within the boundaries of what is possible is acceptable as long as you put in your sig "I legal hack".And ONLY FOR BATTLES (battle me thread), YOU CAN NEVER TRADE IT TO ANYONE AROUND HERE.

Don't know about random wifi. If you try battling here in the 'battle me thread' you would be blacklisted for illegal hacking.
Reason why I believe people should never hack, ever. Cause great poke's and guides of how obtain them are all around the site, just move a little and learn how to get they in a legit way. That's what I think anyways.
Also let's stop right here, talking about hacks in kinda forbidden and i already answered a lot.

I finished my Pokemon White, but I'm not willing to RNG Thundurus so soon. As long as I avoid the lady's house where he's introduced, can I get him to fly off whatever time I want?

Just don't enter the house in route 7, and you'll be fine; his IVs and PID are generated upon leaving the house.

Different people use slightly different variations on Nuzlocke rules, but most of the rules I've seen would either count the Castform as the first Pokémon encountered at the Weather Station, rather than the route it's on, or not count it at all because it's a gift Pokémon. Unless you're in some sort of Nuzlocke competition, it's up to you exactly how strictly you want to enforce the rules.

I see! That's quite complex, isn't it? I'm not too hardcore about breeding, but there is an npc in B&W that will tell you your Pokemon's HP type, right? It'll be set in stone even if the Pokemon is level one? I have the Litwick and Tynamo already bred, but I haven't checked their HP yet, haha. In the case that I don't have the HPs I listed, do you have any suggestions on moves to take their place? You also recommend I take the Choice Scarf from Haxorus and give it to Chandelure; any ideas on an item I could give it instead? Maybe a Choice Band or Leftovers? I have an Outrage Choice Band Garchomp in Diamond, but I'm not sure if Haxorus could emulate that, given its lower base speed.

Ferrothorn is quite the nuisance, that's for sure. But I read somewhere that Haxorus's speed would help produce flinch rate with Rock Slide or something like that, I can't remember. But Brick Break has more acc and breaks barriers, so I can't see how I'd go wrong by changing it up. Rock Slide might be better for double battling, though...
The problem is whilst that guy can tell you what your Hidden Power's type is, you'll have to work out the power it has on your own. The maximum is 70; without being very lucky, a random Pokémon (i.e. not specifically bred for it) will probably have a lower power. Without Hidden Power, Psychic is probably fine to use.
