You could try it, but it has only 8 PP, so it may not be as good on a stally Pokemon like Jellicent.
In ou its not that great. 60 spd and 85 sp atk aren't good at. You could try it with rain support but it's not that good. But in VGC 11 it's a god apparently
I think Water Gem Water Spout Wailord in Tailwind would work well, if you're using Doubles.
For Singles, Choice Scarf Modest Wailord would be my choice.

What happens when you use Frost Breath/Storm Throw on a Pokemon with Shell Armor/Battle Armor? I imagine the ability trumps the move, but does that mean Frost Breath/Storm becomes a normal base 40 move or does the attack just fail?

Which Terrakion set generally functions the best?
I've been trying out the Double Booster set for awhile and it occasionally just shocks me with its phenomal power, but most of the time it just lets me down (most likely because of its priority weakness)

It affects only the Victini (or other Pokémon you skill swapped it onto), not any of its allies like it does in a double battle. But it does boost the Victini's accuracy itself.
Pokémon Online (http://pokemon-online.eu/). It originally caught on due to supporting doubles, and became popular due to being IIRC the first simulator to support 5th gen; nowadays, it's used for most Smogon tournaments (and Smogon has its own Pokémon Online server, used for suspect tests and for battling generally).
