no. the nature can't be controlled. you must hope for the best and get the pokemon, resetting the game if you don't get the nature you want.

It's already doable, by listening to Chatot pitches to figure out your frame. Of course, you have to be quick about it because the C-Gear does automatic frame advancements every ~1.7 seconds or so. (it's erratic)
And, is that what the Chatot column is for in the 9.94? How do we know if the Chatter is a Low, a Mid-Low, a Mid, a Mid-High, or a High? o.O
What are the IVs of your parents and what's your target IV spread? You can increase your search options by going to the parameters tab in the time finder and making the keypresses 3. Then go back to the breeding tab and make your frame range wider (what is it now?).

@Reshiram: It may be because your parents don't have any IVs that are 30. Try increasing the frame range and finding a parent with at least 1 30. Btw, to get HP Fire the speed IV has to be 30.

I was using this guide here which orders IVs in HP/Atk/Def/Spd/SpA/SpD. I'll try breeding for a different male then with 30 IVs in either SpA & Spe. Urgh this is frustrating.

Wild. Stationary is only for Pokémon that you press A in front of to battle, mostly legendaries.if you're using sweet scent, for encounter type do you put wild pokemon or stationary pokemon?

Now I'm trying to get it with 31, -, -, 31, 31, 31 (don't care for att and def since it specialises in Sp-Att and Sp-def mainly) but I've yet to actually encounter it with those exact IV's and I think it's something to do with my Timing and how I'm using EonTimer.
I'm using EonTimer in A/V mode with beeps per second at 1 and at a total of 5 beeps, but I've noticed that it beeps a sixth time when the second timer actually starts as well as a sixth time when it goes to 0:00 during the second timer witch is where I'm getting confued on when to start the game from the DS screen as well as press yes to turn on the C-Gear after pressing the power button for it in-game so could anyone give me a hand with when I'm actually suppose to start the game as well as turn on the C-Gear at all?

All right, so I did the standard method like you sugested and FINALLY got it to work, however when it did work I had search for nearby shiny frames selected and this is what it show's in the capture tab

yet the one I encountered was non-shiny and had a Relaxed nature but the IV's were exactly as shown in the screenshot and I'm not sure why this is?
IVs and nature/shininess/etc. are determined separately in 5th gen, so even if the IVs are right, you will still have to advance the PID frame - notice that it says 102 for "Nearby Shiny." Wrong thread. Also, it's impossible from what I've heard.So I still have the gift Jirachi disk that came with colisseum, and I was wondering if anyone knows how to RNG abuse the Jirachi that comes from that disk? Or if it's even possible...

That only shows other frames on the same seed, not other seeds. Are you catching or breeding?I know that I'm missing my seed but the strange thing is that I keep hitting the same wrong seed and that I can't find it on the list of possible pokemon on the first window of the RNG reporter.
