Well he does get Aqua Jet from Basculin, ExtremeSpeed from Arcanine, Mach Punch from Hitmontop and Sucker Punch from HonchkrowShell Smash Salamence(Overcoat Shelgon and Cloyster). Thanks god Ice Shard exists.
Everything with Rock Head now gets Swords Dance and Head Smash. And Earthquake (although all but Bagon, Shelgon, and Basculin already get it).
Also, can a pokemon bridge from prior evolutionary forms (like Whirlwind Justified Lucario (from Prankster Murkrow, bridging by Prankster Riolu) or Poison Sting Butterfree (from Shield Dust Weedle, bridging by Shield Dust Caterpie))?
Currently, no. We have just been discussing this, and it is of course Level 51's decision, but honestly I think it would just be unnecessarily complex, and I don't really see why it would be worth it.
You can still use Sucker Punch and Vacuum WaveSalamence has to have Moxie with Shell Smash since that's exclusive to Overcoat Shelgon. So it can't bridge with Arcanine or Hitmontop if it wants to run Shell Smash. Granted it can still bridge with Heracross (Close Combat...) but yeah.

Talk about a 4MSS: Hydration Vaporeon gets Shell Smash and Tail Glow, we know that much yep. It gets Hydro Pump/Surf and Ice Beam naturally, which is a good start but now comes the coverage: Vaporeon has access to Thunder/Thunderbolt, Hurricane, Stored Power (140 BP after 1 SS, fun thing is that Vaporeon learns it naturally) and a dozen other (less useful/powerful) coverage options. Keep in mind that Vaporeon also appreciates Rest in his moveset and you just wished you had 6 moveslots (or more).

Don't forget that Shell Smash gives you defense drops (when not running White Herb) and that you probably have not as much defensive investment on a Shell Smash set as a standard OU Vaporeon. In other words, if you're not able to KO something right away your sweep might be stopped. No, you cannot obtain moves that you could not otherwise learn unless you directly share an ability. This means that you can't transfer moves from pre-evos unless you share an ability with it.Can you do a multi-step bridge (like for example Dunsparce giving Coil to Rattled Magikarp, which evolves into Moxie Gyrados and gives coil to Moxie Salamence, or Hustle Zweilous giving Draco Meteor to Hustle Remoraid, which evolves into Suction Cups Octillery and gives it to Suction Cups Cradily)?

I can provide more calcs but a lot of those guys you mentioned will stop your Vaporeon, wether by phazing it out or by just OHKOing it due to the defense drops.
When running Shell Smash I think I'd prefer to run 3 Attacks, White Herb and skip Rest, whereas when running Tail Glow I'd choose a Tankier EV setup, Splash Plate and Rest. The problem I'm having is which 3 attacks I should choose along Shell Smash. Stored Power seems very attractive with 140 BP but isnt the best option coverage-wise.
Could you also provide some examples on where Grass Knot would be a better option than Thunder(bolt)? We can pretty much asume that Vaporeon will be playing in Rain and outside of Rain (provided it's not Sun) Thunder still gets 70% accuracy which is usable to some degree. The 30% paralyze chance can also help out Vaporeon. Can always use Thunderbolt instead for safety reasons.
