It wouldn't stay OU it would get sent to BL which is sorta OU but w/e. I don't know if you knew that but the way you phrased it kinda made me want to get this cleared up.

I think something went wrong because the usage of these three RU mons are to good to be true.
Since when do RU players know not to use these and use better mons like sneasel, Houndoom or Delphox XD.
But on a serious note this is actually amazing if this usage trend goes on into next month, but it is probably only due to the suspect test.
But it still would be nice when some really really bad and unviable pokemon will leave the tier and make RU look better.
