Both Eisenherz (https://www.smogon.com/forums/threads/eisens-vgc-factory-2018-edition.3605147/) and Blueforce (https://www.smogon.com/forums/threads/a-blue-giveaway-week-40.3619928/) both offer Modest Tapu Finis in their respective giveaways. Just ensure you read and abide by their rules, and I'm sure one of them would be happy to provide you with the Fini you need.
