A year, month, min/max frame. The IV's you want, shiny if desiring a shiny. Nature, ability, gender (all optional).
Enter the year, month, a min/max frame. The IV's you want, click generate, as long as you have your parameters in. It will search everything for you, give you the time that the IV spread appears.

Not at the moment but I can breed you one, just gimme about 10-20 min and also I kinda messed up with the ev training on the Chimchar I accidentally gave it 92 evs when instead I wanted 64 evs for attack, so is there anyway you can change that?
Okay, in the story aspect.
Imagine the story is a kid's book. Each page has pictures to represent a certain part of the story, yeah?
Imagine the frame as a part of the seed in the same fashion. A frame holds that of 1 PID, 1 set of IV's, things of that sort. Those are what you're going to be aiming to achieve after hitting your seed.
