It was a test. It is the most legit DW Snivy there is, as he just took a regular Serperior and gave it the DW ability and bred that, but the parent was still hacked. I don't even know how that thing is distributed, as Kaphotics himself said it wasn't supposed to be.
And for the record, Kaphotics doesn't hack. That was a one-time thing to test DW ability inheritance.

You should really keep up to date on DW. :\
DW Snivy is impossible at the moment. It's probably never going to be possible due to the lack of overworld sprites for all Gen V Pokémon in the games themselves. Were it to be released, it would be from a Wondercard. You should probably take the Snivy out of your thread.
