My computer would not let me register a Smogon account... so I did it on my Wii xD

I forgot I could bypass my computers inability to set up the account by registering it on the Wii instead :P

All you need is a legit FR/LG cartridge (If you want to EmuRNG a Mewtwo), for all Emerald breeds all you need is a legit Emerald cartridge.
All you need is a flashcart and a VBA actually.
Well, there are more tools/programms that come in handy but those can be downloaded for free.
And then someone figured why not do it on an emulator, and that's how all those shiny flawless 3thgen breeds and captures came to Smogon n___n

I guess you're right but it just looks impossible to me.
You can't determine the frame you landed on because you'd have to capture the Mewtwo and from that point on you're screwed, because either you keep the Mewtwo, or you softreset and land on a completely different frame..
Again, I assume you know what you're talking about but it makes no sense to me, not at all.
No one in the whole wide world would be able to abuse a Shiny Hasty/Naive Mewtwo on Fire Red that has 30+ IV's in all stats, with speed being 31.
Soft resetting your game and accidentally hitting that frame while encountering Mewtwo is not abusing it on purpose.
I saw you say in the FR/LG RNG thread that you were finished with VGC for the year... does this mean you're not going to Worlds? :(
