Oh, I thought you were on the IV step. Ok. Well, I'll do some testing on Joey too later and see how it turns out.
IV RNG isn't much different except Elm will advance your frames this time, so you want to pick a target frame above 15 just to be sure you don't pass your target due to the NPC near the daycare.
And I'm 99% sure that you will get it with shiny as long as you fixed the ID/SID part, even if joey calls about battling.
If you're calling him on a Monday, he's just going to want to battle all the time. But since the frame is still advancing properly, no biggie. :-)
Edit: Yes, if you get the correct IVs, definitely he's advancing frames by two still.
Yuppers if everything else was right, there is a pretty good chance that it did advance the frame by 2, but you inputting the incorrect SID made it unshiny.
If you try it again, and put in the right SID, I'm sure the Joey call will still advance
Yeah, it has always worked, not a once has it not. Like just now, 5 Joey calls asking me to battle got me a non-shiny (cuz I had put my Plat's ID/SID combo in) adamant Rock Head Aron. Which is exactly what my seed called for.
