Also, is there any way i can obtain a: Diabolico's Shiny Gyarados ?

It's japanese and once again it's is the one used to RNG! If you don't know what that is it's a program to legaly manitpulate for example to hatch shinys.As I have already mention it's fully legit,and me unlike you cannot RNG!

I can do a perfect, the problem is I work two jobs so I don't have a ton of time. Factoring in breeding for leech seed as well it will definitely take me a long time to get perfect IV's. If you want to wait that long that's fine but I can't promise anything soon if you want perfect everything.
