Just gave it to some support mons, because honestly what the hell is the flavor for Baton Pass. Not much else to say, except that these mons would get pretty interesting with Baton Pass (Blissey passing those huge subs is fun).

Wrap (New type: Poison)

Gyarados, Onyx, Scolipede

Just grabbed some stuff that looked like they could Wrap that didn't learn it. Not much else here - Wrap isn't going to change the meta anytime soon.

Mind Reader
Fighting type

Why: Because it's primarily learned by Fighting types and is described more in terms of predicting your opponent with Yomi than with literal mind reading. Note that the original No Guard Pokémon is a Fighting type, not a Psychic type.

Nature Power
Ground type

Why: Because everybody else already did Grass. :(

But seriously, Ground is the type most closely connected to Earthiness after Grass, and Nature Power reacts to the ground you're standing on. (Or floating above, whatever) It actually does make sense.

Reflect Type
Psychic type

Why: Mostly learned by Psychic types, and frankly the effect is completely inexplicable.

Refresh
Psychic type

Why: "The user rests to restore itself" is about the only information we've gotten about it, beyond it's graphic. Rest is Psychic type. So...

Wrap
Recipients: Vigoroth, Muk

Why: Stretching here. For Vigoroth, it has Slack Off (recovery) and could plausibly go for a bearhug, which is kind of like wrapping around someone... I guess... while Muk just... uh... lays on things and is a Poison type.

I'm really stretching here, honestly. The good ones are all taken. :(

Why: All Pokémon with useful stat boosters to pass off that don't already get it. (And other than Latias could use the boost, competitively)

One of the simplest ways of getting refreshed and less sleepy is rinsing with water, and it makes sense too, as with water you can heal burns better, while that status is the main reason some Arceus run Refresh along with ESpeed.

I believe Bronzong will have its usage higher with Heal Bell, as it can set up hazards plus heal its team from status.

I don't know much about coding and servers and whatnot, but after we get everything taken care of, how long will it take for this to be playable somewhere?

Coding appears to be simple, but tedious, so about 1-2 hours of non-stop work in that area, not counting debugging. Since I test my code when I do it, if I decide to code this meta once it's complete, it would be on my server. Other servers like Aqua and Eos depend on the owner's preference.

Actually, NotACoolName and I have been doing the coding, and everything up to the latest slate has already been done. https://github.com/idunnowhy9000/PS-Mods/tree/master/abnormal contains most of the current code, though NotACoolName hasn't updated in a couple of months so the code I've written for the last few slates is not in the git.

There are some other things that haven't been addressed, such as the fact that Roost does not currently switch the user to Ground type if they're pure Flying, but most of the work has been done.

I'm not really good with words, but, thanks to all who have submitted since the start, in the middle, or even just submitted once, and thanks to all who supported the project thus far. The project is not over, don't worry. In almost exactly 2 weeks the project will resume, but I am fairly busy for the next few weeks. For now, the project is getting a 2 week hiatus, and when we come back, there will be many more things to do, so stay tuned. ;)

Guess that's it. Thanks again. Sorry for the anti-climactic 'ending' of sorts, but it isn't over, not yet. :]

Beyond that I'm not really imagining any worthwhile goals to pursue until Generation VII rolls around and forces us to convert the new Normal typed Pokémon and moves.

I dunno, maybe Yanmega will turn out to be a useful Baton Passer, but I wouldn't hold my breath. Overall I suspect the moves being passed out last week will be pretty inconsequential.

Instead of blabbering on about the triumphant return, I'd like to get straight to the point:
The Revision Phase has begun!

What is the Revision Phase, you may ask? Well, AbNormal has had its fair share of... 'meh' submissions (no offense to anyone... cough cough circle throw sawsbuck what cough cough) that have caused many missed opportunities. In this Phase, we will go over and redo all submissions... that we suggest.

That's right. In the Revision Phase, we will redo many submissions of Normal-type Pokemon that we would like to redo. How do you chose a submission we want to redo, you may ask? Well, here's the format:

Submission: Name of Pokemon/Move Submission here
Details: Put the type and moves of the Pokemon if it is a Pokemon, and just put the type if it is a move.
Reason for redo: Choose one or more of the following: Lack of STAB, Lack of increased viability, Lack of flavor (move), Lack of flavor (type)
Justification: Give reasons for your reasons :]

Here's some examples:

Submission: Raticate
Details: Dark type, no new moves
Reason for redo: 'Lack of increased viability'
Justification: Raticate is very outclassed, mostly by the also-dark-type Zangoose. If it was given a different typing or moves to differ, maybe it would be more viable.

Submission: Trump Card
Details: Fighting type
Reason for redo: 'Lack of flavor (move)'
Justification: What to magic playing cards have to do with fighting? The animation of the move uses said cards, which do not appear Fighting-type-related in any way. No Pokemon who were originally Fighting-type learn the move.

Maximum five 'mon submissions and five move submissions. The same Pokemon can be asked to be redone multiple times to have a higher chance of having them redone. Missingno. is the only Pokemon that is unable to be redone.
This rather different 'Submission Phase' will end by next week exactly, kinda. Remember, be to the point and decisive - no hate. Have fun!

Anyway.

Heliolisk
Electric/Grass +Giga Drain, +Energy Ball

Why: Electric/Grass, while an interesting type combination, has essentially no flavor for Heliolisk and overall seems an unnecessary reduction in its viability.

Wigglytuff
Fairy/Flying +Spit Up, +Stockpile, +Boomburst

Why: The flavor logic never sat well with me, and I dislike how it places it in close competition with Togekiss. Boomburst+Competitive at least places it as a more offensively slanted Togekiss, but the fact that it's so similar to Togekiss, on weak flavor, doesn't seem worthwhile to me.

Raticate
Dark type, no new moves

Why: As has been discussed prior, it's basically bad Zangoose, and that's disappointing.

Stomp
Ground type

Why: Flavor has always seemed a little weak, and Stomp is strong enough to be an OK coverage move... except in practice nothing benefits from it.

Mega Kick
Fighting type

Why: Even though the flavor fits, in practice Mega Kick is very low in relevancy, surprisingly so for a move with 120 BP, because Fighting already has multiple 120 BP moves with minimal disadvantages and perfect Accuracy. I'd much rather shift it to a type that is plausible flavor-wise but has more payoff in terms of granting interesting coverage.

Justification: As cool as Exploud seems now, Exploud design-wise looks neither ground type nor dark type much at all.

Justification: As interesting as its new typing is, Lickilicky, design-wise, looks hardly rock type at all, having no physical features whatsoever distinguishing it.

Cinccino
Grass/Fairy, +Cotton Guard, +Play Rough
Lack of flavor (type)
Justification: Similarly to Lickilicky, Cinccino displays absolutely zero physical relations to plants and grass.

Dark type
Lack of increased viability
Justification: Making Double Hit Dark-type really makes it useless. Despite being able to be 'abused' by Technician, it is still outclassed by Frustration in most ways.

Justification: I'm putting these together because there isn't any reason whatsoever to have Self Destruct over Explosion due to having the exact same type. Being different types would increase viability of Self Destruct mostly, and give reasons why to use one over the other.

My humble opinion on the type changes:

• 
  Arceus Fairy/Psychic +Play Rough, +Moonblast, +Misty Terrain
  I think Arceus needs to be the same type as Judgement, i.e. Fairy.
• 
  Eevee Fairy +Play Rough, +Dazzling Gleam
  I don't think it makes sense for Eevee to be the same type as one of its Eeveelutions. My suggestion is based on its Egg group being Field, which (by Type Omelette) is Ground. It already leans Tackle (which is now Ground) so give it Body Slam perhaps?
  
• Disable Psychic
  Disable is similar to Cursed Body which only has one Psychic user, but three (or four) Ghost users.
• Foresight Psychic
• Odor Sleuth Bug
  Both these moves allow Fighting types to hit Ghost types. The equivalent Psychic hits Dark move is the Psychic type Miracle Eye, so these should be Fighting type.

In other news, Whimsicott's Prankster Nature Power is now STAB! If only it could learn Misty Terrain so it could switch between STABs.

Also, it's good to see that Splash is now Water type as it should always have been. (Seriously, Game Freak?!)

Reason for redo: Lack of flavor (type)
Justification: Now I know most people must be thinking I'm insane for saying that there's a lack of flavor for Chatot being pure Flying, but the thing is, nothing but Tornadus is pure Flying, and I feel like that's important. Tornadus is pure Flying because it's meant to be like a genie god that embodies wind. I just feel like giving that status to Chatot is not really appropriate.

Submission: Fletchling
Details: Flying, +Hurricane
Reason for redo: Lack of flavor (type)
Justification: The same reasoning as for Chatot. Also, I was kind of surprised we didn't just make it Fire/Flying like the rest of it's evolutionary chain. If the problem is lack of Fire type attacks, we can always give it some.

Right, some sweeping changes (not suggestions, just some brief notes on some things that I think should change), basing typing off of design mostly. For me, some types just feel 'stuck on' with no real reason for them to be there. I feel like people are scared to give things a singular type.

lickilicky - fairy? its kind of a fat, pink fairy like clefable. ghost/rock is a bit silly if you ask me

pidgeot - maybe just flying? fairy seems a bit of a stretch given its just a bird
