If I EV train a pokemon then level it up with a rare candy, will all the stats go up from the EVs still?

Yep, rare candies by themselves don't give any EVs but if the pokemon already has EVs it won't lose them and will level up the same as if you train it through battling.

There's a number of people here who use AR. While it's frowned upon, it's no reason to ban someone. There are also people who are happy with the AR-users, as they can trade one-time TMs and items. Some also trade with them to get Pokemon are hard to get, but that's frowned upon.

Are you talking about in battle? If it's battle-only and they don't trade it, it's fine.

Most people usually use Phione as a part of a Rain Dance, as there is nothing else on your team that directly benefits from RD I would suggest there are probably better choices ... something that can actually switch in to Pinsir or Hitmonlee might be the best place to start.

It does not affect legitmacy,

Press Select + Start when checking a Pokemons Summary (Before it gets to the screen. And if there is 2 slots to move to, you did it correctly).

Then check the quantity of the first 6 Tms in your bag. The i.v.’s are displayed in this order
Note: I have heard this code may not work if an i.v. has 0.

Where can I Sketch Reversal with Smeargle on Emerald?

What I do is get into a double battle with those two girl NPCs next to the day-care center with Smeargle and a pokemon that knows Reversal. Make the pokemon use Reversal, and then make Smeargle use Sketch (Smeargle must be slower).
