When a Pokemon is caught, it does not have any EVs.
And lucario needs the Power more than anything, so a Mixed set would not be so viable, as you would have to mix EVs for it to be successful.

so 252 atk and 252 spatk with a speed boosting/defense hindering nature wouldnt be good?
Nah, it would still be too slow and would easily get beaten by other Lucarios. Speed EVs are really important here.

When a pokemon has 510 EVs, you cannot EV train it anymore.

You keep track of evs yourself using pen and paper. Also theres a lady in the one city that gives you a ribbon if its been ev trained all the ways dont remember where im pretty sure its where the last gym is though in the shop where you buy stickers for poke balls.

EDIT: I've also done the Shaymin rebattle code but I think that once I activated it and got Oak's Letter, I just flew to another town or something like that and then returned and then came back and talked to Oak(I think he still remains there?) and I could then go to Shaymin.

ive put a female gible with an everstone followed by a male gible and walked around for about 1500 steps now, but the poketch says still no egg
does the order matter?

Not sure how old that first link is but I think its the old threat list. Thanks for the 2nd link.
no.. the order doesn't matter, check the old man, if he's facing right, there's an egg, sometimes the Poketch glitches and doesn't show an egg, but you might just need more steps, and those two Gibles will keep producing eggs as long as they are in there...
It's random but the randomness is constrained by how much the parents like each other. If they don't like each other much you may have to wait a very long time between eggs. If they get along very well (i.e. they are the same species and have different OTs) the time between eggs will generally be very short. Of course, even if they don't get along you may get one egg right after another. That's randomness for you!
mm... I think it's generated randomly considering it was said somewhere that every some 169 steps or something it would run an RNG and check if you got an egg... but there have been times where I get an egg, step into the Day Care to try to withdraw my Pokemon just to be barred because the other guy had another egg for me...
