What is RNG?
^ Random Number Generator. It is what the game uses to determine Gender, Nature, etc. It is possible to influence it in order to create a certain condition, however. For example, a popular abuse method is one used to force the game to produce a shiny Egg.
How does that work? Like Action Replay style or is there something else?
I'm trying to do it as legit as possible without hacking using AR...
The RNG starts with a "seed" number inherent to your cartridge/date, and then performing certain actions within the game (flipping diary pages, for instance) cause it to 'advance' through a particular algorithm, so you get a different number.
This number influences how the game decides certain parameters, like the Nature, IVs, shinyness etc. of hatching eggs or encountered pokemon.
RNG abuse involves determining your cartridge's internal "seed" and then knowing what the algorithm of the RNG is. Typically using some computer aid (there's a program to help you), you can then calculate a number of times you need to advance the RNG to force the game to give you a pokemon with desired nature/IVs/shiny, and then perform the number of advances by flipping diary pages a particular number of times.
Once you force the RNG to get to the number you want, you can hatch your egg or catch your pokemon or whatever.

What is the exact number of happiness that a Pokémon needs to be at in order to be able to be taught Draco Meteor/Frenzy Plant/Blast Burn/Hydro Cannon?
Okay, here goes. I have a level 100 Heatran that I use on my Pokemon Platinum. My local card shop is starting DS Pokemon tournaments, so I thought I could use him. However, it turns out that the tournament is only level 50 Pokemon. It's too late for me to get another Heatran, so I want to know what would be a great alternative to Heatran?
i tried searching for it but without success. Can someone provide an explanation or better a link to the appropriate thread , regarding Arceus banned on the uber ladder in the smogon server of Shoddy ?
Infernape, Scizor or Salamence would do. Or, you could hack. :)
This greatly depends on the rest of your team and how you were using Heatran already. I suggest using Shoddy Battle to test out some other options. You won't be getting level 50 battles on the ladder, but except for a few moves and Pokemon (Tyranitar comes to mind), it should be basically the same deal.
Arceus is banned because the only legitimate Arceus (on the cartridges) to date have been at level 100. That means they can have a maximum of 100 EVs per stat, rather than the normal 252. But Shoddy 1 cannot enforce that limit. Thus, it has been outright banned. (It's suggested that the EV limit makes it not that good competitively anyway, but that's not totally certain.)
Why not "cheat" and allow it to have 252 Evs ? Since everything supposedly can have 252 Evs , that's a mere technicality and smogon (and others) already ban or allow things that you don't normally see in "wi fi" , and generally manipulate the metagame in different ways than what gamefreak intented to. It seems that banning it in this situation seems like a bit of an overeaction , wouldn't a compromise be a better solution ? (Allow it with 252 evs_.

We don't "cheat", because Smogon tries to simulate the cartridges as much as possible. On the cartridges, you cannot legally obtain an Arceus that can be EV trained. Shoddy tries to simulate. Besides a few bugs, Shoddy simulates WiFi perfectly, which would include not letting Arceus have more than 100 EVs in any given stat. So no, we're not going to comprimise.
Well, Serebii isn't that bad (their pokedex anyway). I use to use it, before I found out that Smogon does the exact same stuff and much easier! That's why I don't use the psydex or anything else, because I don't see the point of switching to a different site to do that stuff. This might be the same for other people, but I don't know. Also, Serebii's more popular, so it's the first place many people see, so they stick to it (this is what happened to me).

Anyway , i don't and can't currently know if you represent all who took that decision (which i don't know ,who , where and how they took it) , so i am only answering your argument and i am not addressing you as the person who took the decision on the matter.
And i agree with that , it's a correct decision as far as i am concerned. And They do compromise between perfect simulation and better metagame with more options , more pokemon, or with banned moves. Not doing that compromise would be a worse option . And it would be again a compromise , this time compromising the metagame in favor of pefect simulation. You can't have it both ways unless the game as designed by gamefreak and Nintendo was perfect in the first place. It appears that The people of Smogon as well as the players themselves , don't agree with that. So in this case "we don't compromise" it's an incorrect statement. (and avoiding the argument.) everyone liked the compromise and that is why it happened.
In a similiar fashion i don't see how allowing Arceus , an additional Pokemon , with 252 evs (in any stat ) would be such a problem , and not allowing it at all would be a better simulation of the game. Since the pokemon is included in the game. By not allowing it , you are also compromising the "as much possible" simulation of the game.
Unless if it's not allowed because it's broken. However that was not the reason you gave.
Iam not sure if one could argue the following " you should ban level balance as well with things like Arzeus or legendaries since in game it's impossible for legendaries to be of a lower level than X". I am not using level balance , so i am not sure about that.
In any case , "allow Arceus with more than 100evs in a specific stat" vs "ban Arceus entirely" , it does not seem that the second can be arged as a superior option from any perspective. (even the we try to simulate the game as much as possible one)
But , i am not sure i want to continue this argument. I guess , my question was answered. I just have difficulty believing that , that was the reason that they banned Arceus.
