Can a Celebi with HP Fire be legit? Or is the only way possible to have it is for it to be hacked?
This question applies for WiFi play,

I can't see why Celebi with HP Fire cannot be legit. So yeah, it can be used in WiFi battles.

I just want to start out by saying I'm pretty new to training for competitive battling. Ok so I got a Sassy Ho-Oh with IVs of 31/1/1/27/4/2. any suggestions on where to go with ev training? oh yeah, and its shiny, so Its not a question of getting a better natured one.

As much as I appreciate the help, I didn't mean where to go to get the actual EVs, but rather which ones should I train in.

Since it has 31 HP IV's, I suggest EV train HP first. Since it's Sassy and thus specially defensive you could EV train SDef as well.

using the link, I could do the adamant build, except 226 HP, 108 Special defense, and 174 attk. any thoughts?

is this an ok build or not?

I'm trying to get a Timid Synchronizer. I'm currently soft reseting in the Game Corner for an Abra. Is there a faster way? Or should I just patiently soft reset until I get one?

How come Aqua Ring sucks?

Because Leftovers does the same thing, and Aqua Ring's health boost isn't as important as a Bulk Up or CM. I know from trying to use it competitively that it gives little benefit to the receiver. It's just as easily removed by a phazer as any other boost, and usually proves to be of little use when compared to other bulky setup moves like Bulk Up or CM.

I am looking for a list of what NPCs use what Pokemon [Like ALL of them]. I bought the PokeMon official guide book off of E-bay, but it only tells me what pokemon the major people have. I would really like this information.

Bulbapedia has this Information. If you type in a route number or place it will have all the trainers and Pokemon on that route.

Is it possible to breed Extremespeed onto a baby Dratini via the Dratini who had it from Dragon's Den beforehand?

What about on Pokemon without boosting moves like Milotic?
