It's perfectly fine. There's no difference between a Pokémon that used HP Ups vs one that got its HP EVs by battling. And most players will probably expect you to have maxed out the PP on all of your moves.
I would assume he means outside of the match, since even in a Launcher battle, you can't use either of those during, and doesn't understand that the HP-Up is one of the vitamins, and not related to the PP-Up. PP-Ups are legal, and generally assumed to be used, as especially on moves with only 5 or 10 PP naturally, they make a huge difference against stall opponents.

You aren't allowed to use PP/HP ups when you're battling. HP Up raises your HP EVs, so using one in battle would not only be impossible, as your total hit points might have to change, but it wouldn't be very helpful because they'd only go up a tiny bit. I think you're asking because you want to know if you can use them to restore HP, right? Unfortunately, it doesn't work like that. HP Up only adds to your total HP; it doesn't heal you.
Same with PP Up. It adds to your total PP, so you can't use it to regain PP on a move in battle.

A question! I don't know if this is the proper place, but I haven't seen it discussed anywhere.
I got a lot of my pokemon using the Pokemon Selector; are these pokemon okay to use in the wi-fi section here? Or do I have to go out and raise, breed..etc.
I understand completely why people would have a problem with it, since there are people who legitimately spend years breeding pokemon to get the "perfect" one.
If so, man! I have to wait so long before I can go battle now. :[ Might as well go back to Pokemon Online...

I do assume these pokemon collected from the Pokemon Collector are by no means okay for me to trade in exchange for pokemon that have been raised with love, care, and most importantly, time. But as long as I keep the ev's within acceptable parameters (510 total) and not giving the pokemon illegal moves or abilities, are they okay to use in 6v6 battles on the wi-fi section?

Yes you can use legal hacks but you must either list it in your signature or tell your opponent before the battle.
I meant the Pokemon Selector. Collector was just on my mind for some reason. :P

Does this dragonite have illegal stats?
That Dragonite is hacked. It's in a Dream Ball, has a fully-capitalized name, and is shiny (Entree Forest Pokémon cannot be shiny, and the only possible way to have a Dream World Pokémon in anything other than a Poké Ball is to catch it in the Entree Forest).
It might be hacked, but he was wondering if the stats were illegal...
I'm trying to make a Weavile set for perfect revenge killer. Max attack max speed timid life orb. Ice Shard (priority), Pursuit (trapping), Low Kick (coverage), are three moves so far. What could I do for my last? I have taunt, but considered fake out. Fake out nets KO's that Ice shard/priority that doesnt switch wouldn't OHKO.
Swift swimmers were absolute win.

I am having issues with attempting to access Dream World, it says that I have to wait for 24+ hours but its been months the last time i accessed DW.. Any ideas on the subject or how to fix this (besides waiting, which I have done before thank you) will be accepted.
Also, off topic, I have read that people can have there teams evaluated on Smogon, any ideas where this can be done?

As for your dream world question : i have no clue :D
If you've recently altared the time/date on your DS, this can throw it off.
For team rates, go to the front forum page, scroll down to Competitive, then to Rate My Team. (I'd link you if I wasn't on my Wii)
Changing which DS you use can also cause issues.

No Gen V Pokémon can legitimately have their Dream World ability yet, bar Musharna/Darmanitan.
