I made this moveset a hella long time ago...like 2 years ago. O_o If I bothered to re-do it I'd change a lot of stuff but whatever. And yeah, I'd forgotten to do the air moves but I'd imagine his axe would be his fair and bair...and shovel would spike up and down? And is nair would just be a little spin or something. Oh and just ignore the percentages. =\
The point is, Nook has enough weapons and whatever to be a PC.

~Specials~
B-Slingshot-up to 15%-This move is similar to Link/Young Link's bow and arrow since you can also charge this shot and increase the strength of the move. 1/8 chance of a Golden Slingshot, shooting three at the same time. In other words, Golden Slingshot would occur as often as the Luigi Missile backfiring. Each shot from a Golden Slingshot is a powerful as a normal shot.
Smash B-Present-Random-A move much similar to both the Present attack in Pokémon and Yoshi's Egg Toss. Nook tosses a present in a similar fashion as Yoshi. The present has different possible effects. It'll either 1] Explode and cause 5% damage 2] Cause 10% 3] Cause 20% 4] Heal 20%. Option 1] will occur 20% of the time, 2] 50%, 3] 20%, 4] 10%.
Smash B-Bug Net-Varies-1] The Bug Net can, like many people have suggested, catch opponent projectiles and then toss them back. However, I've thought over an idea. Instead of simply tossing the items back, bees come out of the net and automatically attack the foe that tossed the projectile. The bees would probably do about 10% damage. The foe would, comically, be stung and look like it, their eye would be swollen. 2] Another, different approach to the move would be that Nook swings the net on a foe and traps them. Under the net the foe would be stung by bees and take 14% damage. Like Slingshot, this move has a 1/8 chance of turning Golden. The Golden Net would be larger than the normal net and in 1] would make it easier to catch projectiles. In 2], it would either be larger or would release more bees. Or both.
Up B-Umbrella-15% or 10%-This move resembles Peach's Parasol attack almost exactly. But, thanks to Nook's enormous library of umbrellas/parasols [in Animal Crossing GCN at least], Nook can pull out one of two different weapons. He'll either pull out a parasol, which will do 10% damage but will fly further than the umbrella, or the umbrella, which will do 15% damage but will fly a bit less than the parasol [both going up slightly less and floating down quicker]. There is a 50% chance of each.
I've also thought about the Flame Umbrella and perhaps where it comes out 1/8 of the time and burns whoever touches it, causing 18% damage.
Down B-Pitfall-12%-Tom Nook would pull out his handy dandy shovel and plant a pitfall. I suppose there would be a star wherever Nook buried it. Anyone that steps over the pitfall will thusly fall into the ground and suffer 12% damage. Also, they would be temporarily vulnerable to other attacks, no shield or anything. They can, however, speed the recovery by quickly tapping A.
~Normal Attacks~
A-Slap-3%-Just your standard slap.
Double A-Double Slap-7%-Double Slap...Yeah.
~Strong Attacks
Forward A-Bell Swing-9%-Nook takes out one of his Bell bags and swings it forward.
Up A-Bell Swipe-11%-Nook swings his Bell bag over his head in a circular motion, starting from behind and swiping forward, similar to Link's sword swing
Down A-Tail Sweep-8%-Similar to Mewtwo's Tail Sweep.
~Smash Attacks~
Forward A-Axe Swing-up to 21% or 29%-Nook takes out an Axe and swings it forward. Pretty standard. But there is a 1/8 probability of the Golden Axe, which would increase the max damage to 29%.
Up A-Axe Swipe-up to 23% or 31%-Nook uses his trusty Axe to swipe away at foes with an overhead attack. Similar to Bell Swipe. The 1/8 Golden Axe possibility increases damage to a max of 31%.
Down A-Shovel Jab-up to 22% or 30%-Now, I didn't want to use the Axe for all of his smashes! Similar to Mewtwo's Down Smash, Nook jabs the shovel at the feet of his opponent. Also similar to when your Animal Crossing character hits pavement with the shovel. The 1/8 chance of the Golden Shovel increases max damage to 30%.
~Throws~
Z/R+A-Fishing Rod-N/A-Nook's rod is a long-distance throwing weapon, similar to Link's or Samus's throw. Can also be used to cling to edges. As you probably expected, there is a 1/8 chance of the Golden Rod. It'll increase the range of the Rod, both when grabbing and releasing enemies. It'll also increase damage in the attacks featured below [excluding the first].
A -Slap-3%-Your typical attack during a throw, Nook slaps his foe while he/she/it is dangling on his Rod. Does not increase in damage with Golden Rod.
Forward [once foe is grabbed]-We're Goin' Fishin'!-11% or 14%-Okay, so the name needs some work. But Nook tosses the foe forward just as though he were casting his rod in the river, complete with backward wind-up.
Backward-Whiplash-13% or 16%-Nook spins and releases his opponent behind him.
Up-Fly Fishing-8% or 11%-Nook releases his enemy into the air. Self-explanatory.
Down-Down Cast-9% or 12%-Nook releases his enemy into the ground.
~Taunt~
Whatever the Taunt button will be-Greedy Grin-0%-Nook pulls a bell bag out and does that weird laugh of his.
