Is it discussion time? Because...

Ninjaleo is an SD user that abuses Leech Life and Sunsteel Strike. Its defenses are poor for FE, but its speed and attack are undeniably good. Not only do you have the standard Speed Boost effects to put its Speed far ahead of most revenge killers, it's also on top of reversing any attempt to lower its stats. That includes Sticky Webs, Stength Sap, Parting Shot, Intimidate, and more. It even has a fast Earthquake or Stone Edge to beat out the Fire types it doesn't like. Not quite broken (like its counterpart Shenala), but nonetheless strong.

Choko was made to be able to fire off recoiless Electric Terrain boosted Wild Charges. For Grass types it can use Brave Bird or U-Turn, and it has access to Garchomp's pool of coverage, as well as an assortment of Dragon moves for its secondary STAB. The Mega is faster than normal Mega Garchomp, but it drops further into the crowded FE speed tier range. However, it still doesn't take recoil from Wild Charge so long as its Terrain is up, and its Attack is nothing to sneeze at.

formerly the someone
Choko is immune to recoil damage? Losing a fixed 1/8 HP is not recoil damage. Rephrase to "contact moves are prevented from triggering negative/harmful effects." Garchomp does not have Rock Head, don't finagle that in there. For that matter, it does not have Long Reach either, but that would at least make more sense with the effects of the Rough Skin Ability. Might I propose that "attacks dealing a fixed or calculated amount of damage (such as Seismic Toss, Nature's Madness, and Dragon Rage, but not Endeavor; essentially most moves that cannot crit) remove an additional 1/8 of the target's maximum HP." This would make sense, considering how Garchomp learns Dragon Rage and Tapu Koko learns Nature's Madness. If holding Tapunium-Z, it can deal a maximum damage value of 87.5% the target's maximum HP with Guardian of Alola, and then maybe finish it off with Dragon Rage if the target is not Fairy Type. Maybe a little OP, but if the judges didn't calculate this, you could get away with it XD
You're right, we thought Rough Skin counted as recoil but apparently not, since Rock Head doesn't prevent it from activating. But your suggestion is pretty dumb so we'll come up with something else.

Use Ninxys, or some other fast fusion, in your last slot. Perhaps you want a bulky attacker? It has fine Sp. formerly the someone

Parents: Castform / Gardevoir
Shared egg group: Amorphous
Offspring name: Castor
New type: Fairy/Normal
New base stats: 79 / 77 / 77 / 107 / 102 / 85 (527)
New ability and desc: Climate Compile (Forecast + Trace) - Normal type changes to match the type of the current weather. The user also traces the effects of the weather for the rest of the battle, including the latest type change. Immune to negative weather effects. The trace effects stack with each other, but not with current weather.

Example: If Castor traced Rain and then the weather was changed to Sun, Castor's Water type moves would continue to deal 50% more damage, as if it was in Rain, ignoring the damage decrease from Sun. Castor's Fire type moves would also deal 50% more damage, ignoring the Rain drop it previously traced. Since the traced Sun effect matches with the Sun weather, it doesn't stack, so it doesn't get a 100% boost to Fire moves. Castor would be Fairy/Fire type because Sun was the last weather it traced.

  • Castor-Sunny | Fairy/Fire | Harsh sunlight effects: Own Fire type moves deal 50% more damage. Foe's Water type moves deal 50% less damage. Instant Solar Beam and Solar Blade. Growth gives doubled boost. 100BP Fire type Weather Ball. Moonlight, Morning Sun and Synthesis heal 2/3. Freeze immmunity.
  • Castor-Extra Sunny | Fairy/Fire | Extremely harsh sunlight effects: Same as harsh sunlight, but Water immunity.
  • Castor-Rainy | Fairy/Water | Rain effects: Own Water type moves deal 50% more damage. Foe's Fire type moves, Solar Beam and Solar Blade deal 50% less damage. Thunder and Hurricane never miss. 100BP Water type Weather Ball.
  • Castor-Heavy Rainy | Fairy/Water | Heavy Rain effects: Same as above, but Fire immunity.
  • Castor-Snowy | Fairy/Ice | Hail effects: Non-Ice type foe takes 1/16 passive damage. Foe's Solar Beam and Solar Blade deal 50% less damage. Blizzard never misses. 100BP Ice type Weather Ball. Aurora Veil can be used.
  • Castor-Windy | Fairy/Flying | Strong Winds effects: Own weaknesses of the Flying type are removed.
  • Castor-Sandy | Fairy/Rock | Sandstorm effects: If Rock type, own Special Defense 50% higher. Non-Rock, Ground or Steel type foe takes 1/16 passive damage. Foe's Solar Beam and Solar Blade deal 50% less damage. 100BP Rock type Weather Ball. Shore Up heals 2/3.
  • Castor-Storm Sandy | Fairy/Rock | Kyraurem's Sandstorm effects: Same as above but opponent uses 2 PP against this Pokemon.
  • Castor-Prickly | Fairy/Grass | If Grass type, own Special Defense 50% higher. Non-Grass, Rock, Ground or Steel type foe takes 1/16 passive damage. Instant Solar Beam and Solar Blade. 100BP Grass type Weather Ball. Shore Up heals 2/3.
  • Castor-Rainbowy | Fairy/Flying | Rainbow Sky effects: Own moves have doubled secondary effect chance. Own moves with secondary effect deal 50% more damage. Foe's moves without secondary effects or Sheer Force moves deal 50% less damage.
  • Castor-Snow Sunny | Fairy/Fire | Sun and Hail effects: Non-Ice, Fire or Grass type foe takes 1/16 passive damage. Own Fire type moves deal 50% more damage, unless they are used against Ice, Fire or Grass types. Foe's Water type moves deal 50% less damage. Instant Solar Beam and Solar Blade. Growth gives doubled boost. Moonlight, Morning Sun and Synthesis heal 2/3. Blizzard never misses. 100BP Fire+Ice type Weather Ball. Aurora Veil can be used.
  • Castor-Spooky | Fairy/Ghost | Own Ghost type moves deal 50% more damage. Non-Ghost or Water type foes have the PP of each move reduced by 2 at the end of each turn.

Notable moves:
Physical: Don't
Special: Weather Ball, Solar Beam, Moonblast, Energy Ball, Blizzard, Focus Blast, Psychic, Psyshock, Shadow Ball, Fire Blast, Flamethrower, Thunder, Thunderbolt, Clear Smog, Hurricane, Hydro Pump, Scald
Status: Weather-setting moves, Trick, Calm Mind, Magic Coat, Taunt, Defog, Tailwind, Wish, Healing Wish, Destiny Bond, Pain Split
Role Identification: Incredibly, incredibly versatile. You could run it on a Rainbow Sky/Drizzle team and get perfect accuracy STAB Hurricane with 165 BP and 60% chance to confuse. Of course, that would require sending it in on both Rainbow Sky and Drizzle, which means you have to think a bit before sending it in and out.

New base stats: 79 / 97 / 77 / 147 / 122 / 105 (627)
New ability and desc: Pixilate
Notable moves: Same as above + Hyper Voice
Role Identification: Consider that the ability effects are like a "Focus Energy" effect or like Supermuk's "second item" effect. It keeps all effects from base form when Mega Evolving. This makes Castor-Mega honestly pretty solid. Remember perfect accuract STAB Hurricane with 165 BP and 60% chance to confuse that base can use? Imagine that with 147 base SpA.

New Ability and Desc: Grassy Surge + Misty Surge = Dew Surge: For 5 turns, the terrain becomes Dew Terrain. Camouflage transforms the user into a Fairy/Grass type, Nature Power becomes Terrain Ball, and Secret Power has a 30% chance to lower Special Attack by 1 stage and a 30% chance to cause sleep.

I'm in a mood where I'm thinking about custom weather.

Parents: Raichu + Ninetales-Alola
Shared egg group: Field
Offspring name: Rails
New type: Electric/Ice
New base stats: 76/88/75/95/100/119 (553)
New ability and desc: Thundersnow (Lightning Rod + Snow Warning): Summons the Thundersnow weather on entry. During Thundersnow, any Pokémon that isn't Electric or Ice typed takes 1/16th of their max HP in damage every turn, Electric types have 1.5x Special Attack, Thunder and Blizzard have perfect accuracy, Weather Ball is Electric-type, and Aurora Veil can be used. Solar Beam, Solar Blade, Synthesis, Morning Light, and Moonlight are weakened. Triggers abilities related to Hail or Electric Terrain, and turns Forecast users into Electric-types.
Notable moves: Volt Switch, Aurora Veil, Thunder, Blizzard, Moonblast, Focus Blast
Role identification: Set Thundersnow and then fuck off in place of an Electric-type with actual Special Attack to boost. Can also support Hail teams, but honestly there are stronger fusions who can do that if you aren't going to exploit the other effects. Also, enjoy the new Castform type.

Parents: Flareon + Weavile
Shared egg group: Field
Offspring name: Flarevile
New type: Fire/Dark
New base stats: 77/135/72/80/107/105 (576)
New ability and desc: Stressed Out (Guts + Pressure): When under an effect that would reduce its PP further than usual (including Spirit Storm) ignores it and gains 1.5x Attack. If more than one is in play, this stacks.
Notable moves: Flare Blitz, Throat Chop, Knock Off, Shadow Claw, Icicle Crash, Poison Jab, Brick Break, X-Scissor
Role identification: Offensive Spirit Storm abuser. You can use it outside of Spirit Storm but it won't be as good without the Attack boost and hoping to rely on an enemy using Pressure isn't very consistent.

Notable moves: Gear Up, Magnetic Flux, Thunder, Dragon Pulse, Volt Switch, Flash Cannon, Trick Room, Power Gem, Focus Blast
Role identification: Okay, so you might see having Plus as a bad ability. Sure, it's not that great. However! It's thanks to this ability that both Magnetic Flux AND Gear Up work. So basically giving you access to a nice boost before going Mega. Not to mention Klingklang has access to Trick Room, which works wonders with a slow mega. Speaking of Mega...

Role identification: I guess you can describe this pokemons ability as a one-sided No Guard with a fail quota. Not much more to say about it really.

Parents: Kangaskhan-Mega + Ambipom
Shared egg group: Field
Offspring name: Ambikhan-Mega
New Type: Normal
Base Stats: 100/122/93/70/93/117 (BST: 595)
New ability and desc: Endless Barrage (Parental Bond + Skill Link): All damaging moves hit 5 times, but they're reduced to 25% of their original power. Multi-hit moves will hit 5 times (even those with a set number of hits, like Triple Kick's exception), and they do not get the damage penalty.
Notable Moves: Double Hit, Dual Chop, Fake Out, Sucker Punch, Earthquake, Rock Tomb, Ice Punch, Power-Up Punch, Seismic Toss, Knock Off, Gunk Shot, U-Turn, Rock Smash, Body Slam, Crunch
Role Identification: I know it's illegal, but it's kinda just a concept for a new idea: Mega Fusions. If possible you can fuse 1 mega through about the same methods as DNA Fusion and normal fusion. However, if the combining materials can both mega evolve, only one can be used. Anyways, I guess it can be a way to introduce some exclusive abilities into fusion. Here's an example of Mega Kangaskhan and Ambipom. And, uh, its kinda broken. Double Hit becomes a 175 BP STAB move, especially it doesn't get the damage penalty, with Dual Chop becoming a monstrous 200 BP coverage option. Power-Up Punch raises Attack by 5, Rock Tomb/Bulldoze lower Speed by 5, Seismic Toss hits for 500 damage, and Rock Smash lowers Defense by 5, turning these somewhat useless moves into terrifying tools. On top of a decent 122 Attack and passable 117 Speed, it's surely something to deal with. Also it can run what Mega Kangaskhan would run in Ubers, so it got that.

DNA Donors: Cresselia + Minior
Offspring name: Cresiora
New Type: Rock/Psychic
Base Stats: New Moon Form: 110 (+20)/65/110/67/115/92 (+20) (BST: 559)
Full Moon Form: 110 (+20)/110/65/115/67/152 (+20)(BST: 619)
New ability and desc: Crescent Shift (Levitate + Shields Down): Starts off at New Moon Form at above 50% HP and morphs into Full Moon Form when below it. When in New Moon Form, its immune to status conditions. When in Full Moon Form, its immune to Ground-type moves.
Notable Moves: Shell Smash, Power Gem, Psychic, Ice Beam, Moonblast, Stealth Rock, Stone Edge, Zen Headbutt, Earthquake, U-Turn, Iron Head, Thunder Wave, Energy Ball,
Role Identification: Ok, this is where the real stuff begins. Being weak to 7/6 types isn't the most fun, but on top, it does have decent mixed bulk and passible speed for a wall. If it survives a hit, it goes into maximum overdrive. 152 Speed is nothing to scoff off at, and Shell Smash giving it boosts to its somewhat mediocre attacking stats, is still nice. Also, you're immune to Earthquake, so thats nice. But, its bulk is worse and it ain't the largest movepool, but it got some work.

DNA Donors: Zangoose + Palkia
Offspring name: Zania
New Type: Normal/Dragon
Base Stats: 81/117/80/125 (+20)/90/115 (+20) (BST: 608)
New ability and desc: Megalomania (Toxic Boost + Pressure): Attack is increased by 50%, but it uses up 2 PP per move.
Notable Moves: Return, Dragon Claw, Outrage, Belly Drum, Swords Dance, Close Combat, Ice Punch, Earthquake, Stone Edge, Knock Off, Poison Jab, Z-Heal Block, Hyper Voice, Draco Meteor, Spacial Rend, Ice Beam, Thunderbolt, Fire Blast, Aura Sphere, Earth Power,
Role Identification: A pretty powerful Physical attacker, even if it eats up PP quickly. Normal/Dragon is fine enough, and other than a gimmicky Z-Heal Block set with useful special options, not much else to say.

DNA Donors: Volcarona + Kyurem
Offspring name: Volcarem
New Type: Ice/Fire
Base Stats: 125 (+20)/110/77/132/97/117 (+20) (BST: 658)
New ability and desc: Flames Of Satan (Flame Body + Pressure): The target consumes 2 PP instead of 1. If the target is burned, the damage from that burn is doubled and PP consumption is increased to 4.
Notable Moves: Will-O-Wisp, Quiver Dance, Fire Blast, Ice Beam, Earth Power, Roost, Focus Blast, Draco Meteor, Psychic,
Role Identification: Hey, its Avaizard 2.0. While unable to mega evolve. It makes it up by being faster, more powerful, and good STABs. It also has a pretty usable movepool, and its ability can be hard to deal with. Let's see if it can actually be useful.

DNA Donors: Beedrill + Regigigas
Offspring name: Giga Bee
New Type: Posion/Normal
Base Stats: 87/145 (+20)/75/62/95/107 (+20) (BST: 571)
New ability and desc: Queen Mimic (Swarm + Slow Start): Raises the power of Bug-type moves by 50% for 5 turns.
Notable Moves: Swords Dance, Return, Poison Jab, Superpower, Gunk Shot, U-Turn, Earthquake, Ice Punch, Knock Off, Stone Edge, Drain Punch, Roost
Role Identification: Hey, that's pretty strong. It has a usable movepool and unique typing, on top of a great 145 Attack. However, it can mega, so lets see what we have.

DNA Donors: Beedrill + Regigigas
Offspring name: Giga Bee-Mega
New Type: Posion/Normal
Base Stats: 87/205 (+20)/75/32/95/177 (+20) (BST: 671)
New ability and desc: Adaptability
Notable Moves: Swords Dance, Return, Poison Jab, Superpower, Gunk Shot, U-Turn, Earthquake, Ice Punch, Knock Off, Stone Edge, Drain Punch, Roost
Role Identification: Oh. So that's why it could be banned.

DNA Donors: Klinklang + Darmanitan
Offspring name: Klinmanitan
New Type: Steel/Fire
Base Stats: 82/140 (+20)/85/50/70/112 (+20) (BST: 539)
New ability and desc: Maximum Overdrive (Plus/Minus + Sheer Force): The power of moves are raised by 50%, but any side effects are removed. If the user is paired with a Minus/Plus/Whatever is fused with Plus, the power boost is increased to doubled. Does not prevent Life Orb recoil.
Notable Moves: Gear Grind, Flare Blitz, Shift Gear, Wild Charge, Superpower, Stone Edge, Earthquake, U-Turn
Role Identification: A really damn powerful wallbreaker, even if it does die pretty quick. Shift Gear can be pulled off since Fire/Steel is also an excellent defensive typing.

DNA Donors: Thundurus + Hoopa
Offspring name: Thonpura
New Type: Ghost/Electric
Base Stats: 79/132 (+20)/65/137/105/110 (+20) (BST: 629)
New ability and desc: Temporal Artifact (Magician + Prankster): All moves gain +1 priority when its holding an item. It stacks with existing priority, but Dark-type moves will be immune to those moves.
Notable Moves: Nasty Plot, Thunderbolt, Shadow Ball, Focus Blast, Knock Off, Superpower, Trick, Sludge Wave, Ice Punch, Energy Ball, Gunk Shot, Hyperspace Hole, Drain Punch, Rain Dance, Taunt, U-Turn, Thunder Wave, Wild Charge, Phantom Force,
Role Identification: Powerful and fast, especially with Temporal Artifact, but you'll lose to anything blocking priority instantly. Knock Off also hurts it, but can also help it if it has a Focus Sash. That way, it can actually do something to them.

Notable moves: Psychic, Psyshock, Air Slash, Stored Power, Foul Play, Roost, Power Swap, Calm Mind, Protect, Substitute, Defog, Cosmic Power
Role Identification: WALL! WAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAALL! Yeah, this isn't gonna be going on any sweeps outside of super-gimmicky Power Swap builds that gimp the shit out of whatever poor unfortunate it goes off against, but its ability is absolutely crazy good as both a lead and a wall - as well, arguably, as a pivot target, sent in to score a surprise kill on the kind of frail but nuclear-powered sweeper in which FE seems to specialize. It's also a brilliant anti-lead, reflecting hazards and so forth back against the opponent while boosting with Calm Mind or Cosmic Power. Give it a try; it's certainly got a fighting chance. =]

Notable moves: Bug Buzz, Dazzling Gleam, BoltBeam, Focus Blast, Shadow Ball
Role Identification: Powerful special attacker. 96 isn't much of a base Special Attack stat, but with GFC and BoltBeam, you can lay down a serious amount of damage courtesy of its phenomenal ability. It has its problems, sure - it's Defence is paper thin and its Speed stat is lower than you want in a fusion - but the power of that ability covers a multitude of sins. TBH I only put the STABs in out of habit. You don't need them. Go with masses of super-effective coverage. Go forth and conquer. =]

Magic Bounce and Magic Guard don't mention secondary effects... You would have to use Magic Bounce + Shield Dust to get those effects. Maybe Magic Bounce + Sheer Force, I guess.
But, as you know we're cracking down on OP fusions, even if the effects weren't a stretch, it would probably be broken. You can completely shut down certain opponents and rack up damage by switching into moves with secondary effects. It MIGHT be balanced if it's part-Bug, because you can't switch in and out due to Stealth Rock weakness.

True but the part about secondary effects coming out of nowhere still stands. And unlike Bug, Flying is immune to Earthquake, possibly the most important offensive move with no secondary effect in the meta.
That and the fact the ability itself is really broken. We should just add to the op "Don't do fusions immune to moves with secondary effect or immune to contact moves"

Pokemon: Ditto + Wigglytuff
Fusion Name: Silly Putty
Type: Normal/Fairy
Fusion Ability: Ultimate Scout (Imposter + Frisk): Transforms into the opponent and identifies their item. If this Pokemon isn't holding an item, also replicates the effects of the foe's held item.
Stats: 110/60/60/70/50/50 (Total: 400)
Notable Learnset: Transform, Wish, Perish Song, Protect, Thunder Wave, Stealth Rock, Substitute, Heal Bell
Overview: An Imposter mon with solid HP and a decent supporting movepool. It can also identify items, which allows it to function very well as a scout. If the foe is behind Substitute to prevent you from transforming, you can attempt to throw out a Perish Song to at least stop them from sweeping. Definitely no offensive presence, at least until it becomes another Pokemon.

Pokemon: Throh + Hoopa-Unbound
Fusion Name: Throopah-Unbound
Type: Fighting/Dark
Fusion Ability: Sinister Magic (Mold Breaker + Magician): Copies the effects of the foe's ability, and then disables it.
Stats: 110/150/82/100/107/62
Notable Learnset: Brick Break, Superpower, Drain Punch, Circle Throw, Low Kick, Hyperspace Fury, Knock Off, Earthquake, Fire Punch, Ice Punch, Thunder Punch, Poison Jab, Gunk Shot, Zen Headbutt, Trick Room, Trick, Destiny Bond, Bulk Up
Overview: A strong ability stealer that loves to be inside of Trick Room. With FE having some strong TR setters, Throopah can act as a powerful abuser of the reversed speeds. Make sure to bring Gunk Shot (or Poison Jab) for the Fairy types, and switch into the right ability, and Throopah will be ready to take on FE.

As you all might know, Early FE fusions were much more tame and got eventually powercrept. Thus, the council, along with a few other users, have come up with some buffs to older fusions so that they can still have some relevance in the meta:

169287
Water / Dark, Huge Torrent now gives 1.5x power for water moves, 2x power for physical moves. Stacks.
169290
Updated forms for the new FE weathers. Upon absorbing a move, it gets a 1.5x boost to moves of that type until it switches out.
169291
Ability is now Mold Breaker + Mold Breaker, buffing its stats to 101 / 171 / 90 / 77 / 75 / 92 (606)
169292
Intimidate, but under sand, it does -2 Attack instead
169293
169294
Got their ability replaced by Normalized Foe
169295
169296
169297
Torrent but the boost also activates in Sand. Effects do not stack
169299
Upon losing an item, +2 Speed and +1 attack
169301
169302
Ability summons Oasis: Sandstorm effects but Grass types are immune to the chip damage and get a 50% SpD boost from it. Solar Beam/Blade charge instantly.
169303
169304
Now gets Slush Rush
169305
New Ability - First Aid (Technician + Poison Heal): Technician + boosted attacks heal user by 1/8 of max HP. Immune to poison damage
169306
Added Gluttony effect on top of current ability
