Quite easy.
1. Catch one of them, train it until it becomes a Poliwhirl, a mere level later. It will most likely have Water Absorb, which is fine, 'cause it'll come in handy for the next step. If it has Swift Swim, congrats, you're done.
2. Initiate a Poliwag Horde Battle, with your Poliwhirl as a lead (Sweet Scent is great here). It should be fast enough to outspeed any non-Swift Swim Poliwag, but slow enough that Swift Swimmers will outspeed it in rain. First round, use a non-KO-ing move against any of the opponent Poliwag, then watch and laugh as three of them try to set up Rain Dance in the same turn.
3. The first turn Rain is in play, use a non-KO-ing move against any other Poliwag. Any Swift Swimmers should outspeed you, while Water Absorb 'mons remain slower. Seek out the Swift Swimmer.
4. Seeking out the Swift Swimmer can be tedious using Poliwhirl, as two of their moves (Double Slap, Rain Dance) has no user-side animation pointing out which Pokémon uses the move, and you're immune to Bubblebeam (meaning the animation won't be initiated). On the other hand, repeated enemy use of Bubblebeam will help you recover all the damage you'll take from Body Slams or Double Slaps. If you want an easier means of identification, switch to a Pokémon not immune to Bubblebeam. Unfortunately, the move's animation zooms in on the user, which makes it harder to tell which Pokémon uses it.
5. Eliminate all the Poliwag that you know for certain are among the slowest in the Horde. As time goes by, the Swift Swimmer will likely use Body Slam and reveal its identity.
6. Eliminate all the Poliwag apart from the Swift Swimmer. Catch the last one. Congratulations!
I spent approximately twenty minutes getting a Swift Swimmer using this method. It works without any preparations whatsoever. Though, if you happen to possess a certain mime Pokémon with Role Play, identification will go a whole lot faster...

Does changing the language on your version of the game cause it to count as that region, regardless of where you bought the game? Likewise, if you bought a game in a foreign country and set the language to English, will all the Pokemon you catch be marked as English when traded?

Alternatively, use a Pokemon with the move Skill Swap or Role Play to identify which Pokemon has Swift Swim, then go from there.
I plan on breeding for a Adamant Flawless Fletchling with Gale Wings. Once I do, what EV spread should I go for? I want to mainly use it to punch holes into teams or as a lead. I've seen certain speed EV investments, but I honestly don't know which should I go for.
depends on what you want to outspeed, find out the speed of things that resist brave bird and decide which ones you need or don't need to outspeed. so 252 atk, enough speed EVs and then the rest in hp

Get another Father with 4 IVs 31 including speed and sp.def. Then move onto quint for both etc.
No (unless it's now an egg move).
I honestly have no idea how to do that. I'm just stuck with a shit ton of Froakie.
Keep using the setup you have right now until you get a male with 3 or more IVs, then make that the new father, and so on.
Pokemon encourages inbreeding.
If you buy the game from an English retailer and set it to Japanese, does it count as Japanese for 1.7x exp and Masuda method?

Leveling up actually gives a lot of friendship. If a pokemon is at level 1, getting it up to 25 or so with Friendship Power lv3 should be instant max happiness. A single rival battle in Kiloude should do that.
How do you get a white Flabebe? I know it is in the tall grass, but I have only found orange ones so far. Is it version exclusive? (I'm playing Y). Or is it time-dependent like I have heard?
I have a poke with max happiness. If I put it in the box will it lose happiness or stay the same?
No. The move relearner seems to work with any move the pokemon could of known (plus any lv 0 moves). To get Spore Breloom, you have to do it the hard way! Make sure it's male (I think Spore is an egg move for Shroomish).
