They actually do have power levels in One Piece. The One Piece character with the highest known power level (Rob Lucci, 4,000) is roughly on par with Nappa. Lucci was about the median in terms of power I'd say, so the strongest character in One Piece would probably be on par with Vegeta in his first appearance.
In Naruto, the most collateral damage AFAIK is when Pein destroyed Konoha in one blow. In DBZ characters could easily wipe out planets since Freeza.
I know next to nothing about Bleach, but unless Aizen is actually an all powerful wizard and "since when were you under the impression" is a reality bending spell, then no.
The one exception; Onepunch Man. Arguing over cross-universe stuff is pointless because OPM will win. Aside from possibly the One Above All in the Marvel multiverse, there's no one in fiction or reality who can take a hit from this guy.
