WTF PEOPLE USING KEYBOARD TO MOVE SCREEN IS LIKE FINDING OUT PPL PLAYED WITHOUT HOTKEYS OR WITH TOUCHPAD

I'm curious what percentage of total league players don't use smartcast..
Edit:
also, question about itemization on ad assassin midlaners, that is to say riven/kha/talon/panth/zed (fiora too I guess but people don't really play her so I've never actually seen it built I'm just assuming given kit/my time playing her).
Anywho, standard build path seems to be brutalizer > tiamat/bf sword (depending on whether they build rh or bt)(assuming they don't build both) > lw > massive amounts of magic resist: merc treads, negatron into specter's into banshee'ss, and finally silver sash and another bf sword for mercurial scimitar.
So my question is, why all the magic resist? Sure, generally speaking they're laning against mages/ap assassins but by the time they get a negatron cloak (unless they rush it) most of the outer towers are gone and most semblance of laning is gone/you're roaming a lot and therefor your mr specific build doesn't do much to help you when ganking against an adc or a tank.
I understand banshee's is amazing late because the number of popular champions with stupid strong single target spells right now, and mercurial is more for qss, but if my full build has these two big beefy mr items, at the very least wouldn't ninja tabi be more useful in spreading out my tankyness? Or am I just supposed to assume that the only person who has any ad will be their marksman and I can out duel them if I get close anyways, regardless of my armor, therefor the tenacity from mercs is more worthwhile?
Double edit: second question, why do I see hexdrinker very frequently but I've never seen a maw of malmortius being built?
