keep these questions in mind. correct me if i am wrong because technically colbur lati and celebi alr fail question 2 and 3 since they can't effectively lure scarf ttar considering eq lati is meant for heatran not ttar and sub twave gdrain colbur celebi has really poor utility since it lacks not just lefties recovery but reliable recovery from recover.1. Does this Pokemon have to sacrifice anything important? If you're losing a key part of a set just for an uncommon threat that isn't even lured in that is what we call a "bad lure", always consider what you give up in order to lure something, that is very important.
2. Does this Pokemon gain anything important when using this moveset? The contrary to point number one, does this pokemon or the team benefit from the lure.
3. Could this method be better aided through teammates? Does your lure need team support to carry out it's role effectively.
Not wanting to sound rude, but assuming that Mew takes Stealth Rock damage on the switch (which you did in the post), your strategy fails because of Tyranitar's sand.Fine here's a lure that I spent more time into using, so I deleted the other lure. Offensive Mew is generally frowned upon in this tier, but it can actually be used from time to time to surprise your opponent and defeat users of Dark Spam such as Bisharp and Choice Scarf Tyranitar.

Offensive Mew may not be all the most viable option, but I think that it can be a decent lure to Tyranitar. Just my opinion.
