Totally, lets make Garchomp even more overpowered. Brilliant idea.
I thought up Propulseon for flying and think it sounds cool

Rapid Spin tutor would be the sex, although giving Lucario and Garchomp Ice/Thunder punch, respectively, could really break the game :x

Bronzong would be amazing with Heal Bell and Rapid Spin. Reliable recovery would be oh so great too.
Recover Move Tutor would do wonders for things like Jirachi, Regice, Cress, and friends.
The punches would be great but Garchomp needs nothing more than it already has because it really is arguable uber with sand veil. A never missing ice move tutor move would really help with both chomp and gliscor.
Needless to say, I really hope the next game has a major impact on the metagame.

If there are tutors for most of the old tutor moves (and I predict there will be), I'll bet Garchomp will get ThunderPunch.
If there is a Rapid Spin tutor, I hope that Miltank can make use of it. With Scrappy, it would be the only Rapid Spin that Ghosts couldn't block.

If punches were available, Garchomp wouldn't be able to learn it(it can't learn Focus Punch).
Anyway, they would let the old MTs which were available in GSC.

That is a good point. I don't know of a single poke that knows both a Fang move and a Punch move.
Rapid Spin Miltank would be awesome and it makes sense. Bronzong would love a heal bell tutor too.
Zong should learn Heal Bell, he is a bell-like pokemon.
Feraligatr has Ice Fang as level up, and Ice Punch as an egg move.
Slack Off Snorlax, anyone? He'd be right back at the top of OU again :D
