my opinion fwiw (woo teifu for making me learn this acronym) is basically the same as aldaron's. upper reqs are supposed to be limited to the subset of players that are both very good and play a lot, not just players who are very good. based on how much I played in each UU metagame + my resulting rating/deviation, it seems like 1800/40 is a good fit.
it translates to a minimum of 1640 CRE for reference which essentially satisfies the good player requirement (to the extent that ratings can do that anyways). also, something I found in a few tests when I had multiple alts was that I would play somewhat recklessly on the majority of my alts but extremely carefully on ones that had higher ratings. it seems like the latter kind of laddering is quite popular among people with ~1900 rating accounts around the 50 or 60 deviation mark. while I don't see anything "wrong" with it from an idealistic standpoint, I wouldn't expect to qualify for the upper requirements with that kind of playstyle. on the other hand, when I queue somewhat recklessly (as in prioritizing quantity of games at the risk of possibly losing games due to [a] hax bad team matchups [c] playing lots of good players), reaching upper reqs is a lot easier relatively speaking -- I got it with around a deviation of ~37 in two days, not taking into account preserving it. maybe to make the upper requirements you have to make some sacrifices in your rating -- 1900/45 may not be very feasible unless you get "lucky" with hax and team matchups over the long period of time, but if your goal isn't to maximize rating at all costs then it's not that hard.
