I think I'll break Chansey and Blissey

I know the original post said no new megas, but can we modify the old ones? I was thinking something like Megas gives +80 to BST instead of +100 like they do now. This also has to do with us changing the HP stat on some pokemon that can Megavolve. We don't have to buff the OP megas, but UP megas like Mega Amph could use a boost. Something like

I don't believe that we can modify old megas, as the no megas comment was likely directed at me when I tried to modify Mega Lucario, the MegaZards and Mega Blastoise. You're better off making Ampharos part Dragon.

Does this version of Shaymin still have Natural Cure as an ability? I personally think it would be best for it to have Gardener as a hidden ability or secondary ability for it so that it can keep Natural Cure.

At the very least we need to change the HP stat on them, as Megas having different HP stats then their megas is a no-no.

The rule is no mega's, preexisting or otherwise, so you might want to rework your Ampharos stats/typing.
The best name I can think of for the Grassy Terrain ability is Overgrow, but that is taken already. Maybe something like "Green Thumb" would work?

With Brokemons, things are supposed to make sense from a flavor standpoint. Shell Smash definitely doesn't do that. You may want to adjust your suggestion with that in mind.

The new base stats are just double the old ones, so it's bulk and speed have greatly improved. The more important changes, however, are it's abilities, all of which help make it the most ridiculous Baton Passer of all time. Oblivious makes it immune to Taunt, Simple doubles it's stat changes, and Moody is, well, Moody. Also, Simple Tail Glow+STAB Boomburst is kinda ridiculous.
+6 252+ SpA Smeargle Boomburst vs. 252 HP / 252+ SpD Mew: 360-424 (89.1 - 104.9%) -- guaranteed OHKO after Stealth Rock

Of course, in order to balance such a broken Baton Passer, we need to have equally broken Unaware 'mons.

New base stats come from the formula New Stat=Old Stat(600/Old BST), where the change to speed was added to the higher defense stat, and change to the lower attack was added to the lower defense stat.

I doubt many sweepers will be able to break through these walls without SE coverage. They all have reliable recovery, and amazing bulk. Slowking was chosen as a new Unaware user because of its high Sp. Defense, and its resistance to Stored Power.

I'm interested to see how this turns out, this looks damn sweet. A lot of moves will be hard to dual-type (lol Normal moves will be a pain to modify). Parabolic Charge being part grass is a bit random (maybe Steel because of parabola reflectors?)
Also SolarBeam Grass/Fire please.
 
Draco Meteor and Moonblast become part rock. Elemental beams/blasts become part psychic. Aerial Ace and Acrobatics become Flying/Fight. Air Cutter and Air Slash become Flying/Normal. Karate-Chop becomes Fight/Normal.
 
Thunder will be part Water, Solar Beam part Fire.
Focus Punch and Psyshock should probably be Fighting-Psychic.
What about Pulse moves, should they be part Water? What about Beam moves being part Steel?

Also Steel wing is pretty obviously part Normal Flying.

Just one thing I'm confused about: Freeze-Dry: It hits Water-types super-effectively but Water resists Water, leaving it at 1x effectiveness?
In truth I'm not sure Freeze-Dry is one of the moves that should be messed with because it's sort of double-typed already. Sort of. Ice/WaterSE type.

Well, I couldn't think of anything else other than Water. I guess we could count as doing Super effective damage against Water, no matter what.
