scizor isn't that great in VGC or double battles imho :/
but i guess you can, i haven't really seen anyone do this in pretty much any tournaments though (in both Japan and Korea)...

From what I've read... there is no Species Clause. Well, I just keep hating VGC more and more.
I think that the rules stated on that update are just the new rules, I'd expect everything else to be in tact.

You guys need to read the website itself, not what Pokebeach decides to post.

"Returning participants will notice that most of the rules and guidelines are the same as last year, but we've been working hard to make exciting changes that will make the 2010 Pokémon Video Game Championships better than ever! These changes include:"

"Stay tuned for more information regarding the upcoming Pokémon Video Game Championships! Look for details around March 14th when Pokémon HeartGold and SoulSilver Versions arrive in stores!"

It is a list of changes, not complete rules. Complete rules will be posted at a later date. Read the source in the future.

"A team cannot contain more than two of Dialga, Giratina, Groudon, Ho-Oh, Kyogre, Lugia, Mewtwo, Palkia, and Rayquaza during a battle."

This implies that the restriction of two only applies to the Legendaries (as in, you are free to use as many of any other Pokemon you want). Unless they're trying to promote you using Legendaries over other Pokemon...

EDIT: Whoops, looks like I screwed that up. This is a better explanation:
You are also limited to using a maximum of two Pokemon out of the list of Dialga, Giratina, Groudon, Ho-Oh, Kyogre, Lugia, Mewtwo, Palkia, and Rayquaza, meaning you will never see three of these Pokemon on one team.
 
Exactly, the wording is somewhat ambiguous and even though Species Clause isn't mentioned in this first announcement, it will probably be included in the more concrete ruleset which is to hit shelves on March 14th.

Also to our friend flash_mc, it seems that Spain and Italy get their own qualifiers this year, which is great - they deserved it. I felt sorry for Metang with who went to Berlin and got kicked there...

It's not ambiguous, they said they were listing the CHANGES made to last year's rule set. This means that species clause and item clause are still in.

How is that not ambiguous? It's directly applying the "two" to each Pokemon, not the list as a whole.

They're the same rules that are on page one in the OP. You can only use ANY TWO of the 9 Ubers. The wording sucks ass is all. Of course, I have no idea if that means if you can put 4 of them on a team sheet and take 2 at a time to battle...

Well, despite already knowing the rules for months, it's awesome to have a confirmation nonetheless! Now we have to get PCI to reveal the locations.

Two Ubers per team? I see Garchomps, Lugias and Palkias wearing scarves, as far as the eye can see...

Actually, Garchomp was allowed even before VGC 2010 and since the info release about two "UBERS" per team, Garchomp usage has gone down quite a bit (at least in Japan and Korea not too sure about other countries...since I havent been to anywhere but the two sorry).

Lugias...meh its one of the least used UBERS thats been allowed this year due to the lack of raw power. Defense is good but the double battling...really doesnt tolerate stall or stalling pokemons too well lol.

Palkias are one of the most used (probably top 3). However, I have never seen a scarfed palkia as of now. 99.99% go with the following moveset: spacial rend, surf or hydro pump, thunder or fire blast (thunder is more used), protect.

Scarf...its used in the double battling meta but it is rarely seen as choice items tend to be HORRIBLE in this metagame.

Went to some weird Korean pokemon festival yesterday, there were literally more than 1000 people around yongsan (city in korea)
and a lot of times they were playing vgc style pokemon battles. saw some kids using like pikachu, pichu, pidgeot, etc to people using seriously thought out competitive teams. It was great.

Did you read the quote from the Head of Video Game Operations?
He said that there is no chance. So there is no small chance, it is a NO CHANCE IN HELL.

Species Clause will be in place as most of the rules from last year.
