Since Tentacool is already a Tentacruel with EC and DC maxed, it gains 3+1 = 4 MC.

In addition, I get +15 TC from the achievement listed here.

Cinccino gains 6 MC (not 2/4/2), bringing it to a total of 7 MC. It will learn Mud-Slap (Egg), U-Turn (BW TM), and Focus Blast (BW TM).
Stratagem gains 6 MC as well, bringing it to 6 MC. It will learn Paleo Wave (LU), Flash Cannon (BW TM), and Mud-Slap (Tutor).
Rampardos gains 6 MC, bringing it to 6 MC. It will learn Endeavor (LU), Roar (BW TM), and Pain Split (Tutor).
Metagross gains 4 MC and 2 DC, bringing it to 4 MC and 4/5 DC. It will learn Reflect (BW TM) and Light Screen (BW TM).

For my 16 KOC, I will use one to unlock Light Metal on Metagross, and the rest will be converted to MC for Rampardos. Rampardos will learn Focus Punch (Past Gen TM), Payback (BW TM), Frustration (BW TM), Return (BW TM), Dig (BW TM), Brick Break (BW TM), and Smack Down (BW TM).

EDIT2: The above claim brings me to 40 TC and 32 BP. 20 will be spent on a Binding Band, and another 20 will be spent on Leftovers, leaving me with 20 TC and 12 BP.

EDIT3: Dropping my remaining 20 TC on a Focus Sash.

EDIT4: The above claim brings me to 42 TC, not 40, which leaves me at 2 TC.
