I don't think that's legally possible. Tirtouga are either Cherish ball, Dream Ball or Poké Ball.

You can catch it in a Net Ball in the Dream World along with any other regular shop balls.

All those natures, specially the -Def natures are good for it (except the goddamned worst Gentle ofc); I don't recommend you the -SpD ones though, since with those Hoopa can't make use of its beefy base 130 SpD to take hits whenever necessary (switching in, setting up, etc), unlike its craptacular Defense.
