If y'all are going to be so stringent about the voting, there is only one outcome - some people will start plussing and minusing only bands they are sure have high amounts, so as to avoid getting their vote not counted (or apparently, even infractions?) A much better solution would be to count the part of their vote that is still applicable! If not that, then maybe take away whatever they plussed, and only count one minus.
