This set is meant to be used on rain teams to do a few things. It's an incredible wall-breaker, it's great at beating weather-starters, and it performs superbly as part of a dual offensive core (coupled with something like subsalac terra). A standard SD set, with two important changes. First, instead of an item such as Lum or lefties, this chomp uses LO for sheer power. Second, Aqua Tail > fire fang or substitute. In conjunction with rain, this garchomp
literally has 0 counters. Common switch-ins, such as landorus-t, skarmory, and hippowdon, all are easily 2HKOed or better after a SD:

Notice that of these, the only one who can actually do something back to garchomp is landy-t, who conveniently is OHKOed. Hippo and skarm can only phaze chomp out, leaving them severely weakened and ready for a sweep by the second part of the offensive core.
One other super cool application of this set is that it can just wreck with tailwind support. Because it has 3 attacks and LO, it doesn't need set-up to sweep through more offensive teams, which are usually problematic with their faster mons. And it jsut so happens that this chomp, which is meant to be used on rain, happens to pair great with tornadus, the premier user of tailwind in OU both synergy-wise and in terms of match-up with common mons (for example, their scarf terra out vs torny? priority tailwind, then SD on their locked SE and sweep). Obviously tailwind support is not necessary at all for this set, it just adds a whole other dimension.
