Toxicroak (M) @ Black Sludge

Yes, thanks to Dry Skin and its poison typing, Toxicroak walls Keldeo completely even in rain. Another plus for Toxicroak is that it doesn't fear Tyranitar at all, though Landorus is a common partner for Keldeo that makes Toxicroak cower. Mandibuzz therefore makes a great partner to Toxicroak, it can take on Landorus very well (it avoids the 2HKO from Focus Blast 2/3rds of the time after Stealth Rock not counting accuracy, Hidden Power Ice does even less) while also taking on other pokemon that beat this set very well like Gengar, Jellicent, Reuniclus and both Magic Bounce pokemon. However, Drizzle Politoed is a required partner for this set to be effective so bear that in mind when choosing Toxicroak on your team.
 
Just one thing, you might want to watch out for Latios with that set because with T-bolt it beats Toed, Mandibuzz and Toxicroak all three hands down.
 
One on One, I believe Tornadus is a pretty safe answer as far as Revenge Killing goes. Here's the one I use on my Rain Team:

Pros: Thanks to the Timid Nature, Choice Scarf Tornadus can outspeed Keldeo, even if Keldeo decides to hold a Scarf itself. Hurricane is a guaranteed OHKO against an unboosted Keldeo, which gets Perfect Accuracy in Rain, Keldeo's typical Checkmate Weather.

Cons: Choice Scarf Tornadus only weilds a 12.5% chance of a OHKO if Keldeo uses Calm Mind before Tornadus comes into play, so it's important that Tornadus can take a weakened Keldeo and threaten the Revenge Kill, but at full health, it's a gamble...and the odds are against you. Tornadus also cannot switch into Keldeo, so it typically can only Revenge Kill regardless. The biggest drawback is that Keldeo OHKOs Tornadus with a Rain Boosted Hydro Pump, so unless you know that Keldeo is locked on a weaker move, switching in Tornadus isn't a good idea.

Team Support vs Team Support: Keldeo is commonly seen partnered with Landorus, so I always partner Tornadus with Forretress because of the titanic Defense and access to Rapid Spin to keep the Stealth Rocks away. Scizor is typically an ally of Keldeo as well, so I thankfully run Volcarona with Hurricane (though I use Fire Blast against a Scizor regardless of weather) to stop the typical Steel-Types from roaming--plus, Volcarona is a great answer to some Sun Teams, another plus for being a good teammate (and a good reason for Forretress to exist). Against opposing Politoed, the most common of Keldeo partners, I run Specs Latios with Thunder to take that out. As for the rest of a typical rain team, it isn't hard for my team to mow over the rest, typically Jellicent and Toxicroak. Finally, to go up against Calm Mind Keldeo, I do run Jellicent to attempt a Toxic Stall in case Tornadus is down or I need to weaken it. It can do well at forcing Keldeo out sometimes, too.
Tornadus is the star against Keldeo, though, and my most reliable Revenge Killer. With the right team support, Keldeo's backup is also swiftly taken care of. It's important to note that you can't just stop the opposing Pokemon--the Team Members that back it up are also just as much of a threat, so having the appropriate answers to each of the most common Pokemon is vital, as no one Pokemon can safely take Keldeo out without taking significant damage. If you build a team to face Keldeo and its teammates, you likely built a well-rounded team anyways with members that can check some of the other Pokemon in other weathers, like Volcarona in Sun and Forretress in Sandstorm (though it's simply a Hazard Setter and Remover). If you foolishly limit it to a single Pokemon to take out a threat without considering the opposition's options and partners, not only will your Pokemon fail, but your team will eventually fall.
 
nice and underrated set mitcheell, i honestly never see it on the ladder but as a counter of keldeo it should work. unfortunately, i am not really sure it can work fine with the rest of the meta too. maybe the standard sword dance variant is better, it can counter pretty well keldeo (keldeo with hp psychic doesn't exist) and it's a threat for the rest of the meta as well.

@ shadowmariogalaxy64: while tornadus can outspeed and ohko keldeo, it can't switch into hydro pump and surf so it'd call it check not really counter. nice set anyways, it should surprise a lot of ponies.

Celebi @ Leftovers

Giga Drain / Nasty Plot / Baton Pass / Psychic


Celebi not only totally counters almost all Keldeo sets but can also take advantage of that to set up and pass boosts to its teammates. Because of its typing and bulk, Celebi can easily sponge even specs Keldeo's strongest attack, and then recover it all back with repeated Giga Drains. Hydro Pump, Secret Sword, HP Electric, and even Icy Wind or HP Ice all barely scratch Celebi, while Giga Drain is a flat 2HKO on all 4/0 Keldeo.

Celebi's true usefulness comes in with Nasty Plot and Baton Pass. It can either pull off a bulky sweep by itself, or pass boosts to other teammates to help them sweep, or it can just drypass to scout switchins for momentum. Since Keldeo is often used many times throughout matches, Celebi can take advantage of that and come in frequently to not only wall Keldeo but also seize the opportunity to set up.

Scizor

With the strongest U-Turn in the game and with its not bad statistics of defense, Scizor is one of the most common mon right now. It has a poor speed, but it's at the same time the mon which has the strongest Bullet Punch around. As i already said, Scizor has a powerful Bullet Punch which is really useful to revenge-kill stuff like Terrakion, weakened Lati Twins and Landorus and so on. It can also run a Sword Dance set, which with its coverage moves is pretty hard to deal with after a boost. So people, how do you deal with this steel beetle?

Physically defensive Tentacruel is easily one of the best Scizor counters in the current Metagame, due to it's solid Water / Poison typing, allowing to to resist every single one of Scizors moves, bar Pursuit, which won't be doing much anyway. Tentacruel can easily retaliate with Scald, in hopes for a burn, which makes dealing with Scizor even easier. Here are some calcs for how Tentacruel walls both the Band & Swords Dance sets.

Gyarados @ Leftovers

Like Celebi, Gyarados is an offensive Pokemon that can rely purely on its resistances and natural bulk to check Victim of the Week Pokemon, without sacking power and momentum for investment in Defense like many other answers to Scizor. It's a great answer to Scizor, but Gyarados's role isn't primarily to check Pokemon, it's role is to sweep- which is why I like to use it so much.

Anyway, because of its typing and ability, Gyarados completely walls Scizor by lowering its Attack with Intimidate and then resisting all of its attacks. Choice Band Scizor is complete setup bait for Gyarados, as only Pursuit can be used to continuously break Gyarados's Substitutes- so not only does Gyara wall and check Scizor but it can also seize the chance to grab a set up and sweep. Here are some calcs showing Gyarados's defensive dominance:

Vs -1 Choice Band Scizor:
U-turn: 22-26%
Bullet Punch: 19-23%
Superpower: 25-29%
Pursuit: 25-30%

Bullet Punch is one of the things Scizor enjoys spamming, and Gyarados can take full advantage of that. Gyarados can easily switch in and wall Scizor, even if Stealth Rock is up, as Scizor's strongest attack, Pursuit, is only a possible 3HKO after Leftovers AND Stealth Rock (it is a 4HKO when SR are not up). Gyarados can pull up a Substitute easily, grab a Dragon Dance if Scizor continues to attack or switches out, and then hit either Scizor or anything switching in for a lot of damage. SubDD Gyarados is truly a monster once it sets up, and Scizor just happens to be on the list of things it can wall, setup on, and destroy, making Gyarados a solid counter to Scizor that can also sweep and gain momentum in the process.

So, for a fairly long time (before the site staff started cracking down on speed creep or whatever the hell it is), Choice Band Scizor's set ran 8 Speed EVs. This outspeeds that set by one point. Now, the very presence of Magnezone will deter Scizor from spamming Bullet Punch as you're trapped and OHKOd by HP Fire (and sometimes Thunderbolt) and Bullet Punch has a small chance of 8HKOing Magnezone, but that in and of itself will keep Scizor off your back. Should it be the slow Choice Band Scizor, you can then switch in on pretty much any attack beyond U-turn and Superpower or on the revenge and get rid of the stupid bug.

Zapdos @ Leftovers

Even without any Defense EV investment, Zapdos is a very solid check to Scizor. Due to its typing, it resists every common move in Scizor's arsenal, excluding Quick Attack and Pursuit. It can easily shrug off a +2 Bullet Punch (252Atk Iron Plate +2 Technician Scizor (+Atk) Bullet Punch vs 248HP/0Def Leftovers Zapdos (Neutral): 38% - 45% (148 - 175 HP). Guaranteed 3HKO.), OHKO back with Heat Wave and Roost off the damage later. I've slashed Volt Switch before Thunderbolt since it allows you to take advantage of a predicted switch, since it's unlikely that a smart player would keep their Scizor in on your Zapdos, plus it gives Zapdos a useful role as a bulky pivot for your team in general. Note that you need to use this Zapdos in combination with a spinner for it to work most effectively; otherwise Scizor can keep U-turning out of Zapdos and switch into something that threatens to KO it, preventing it from ever recovering from the 25% HP it loses every time it switches in.

Here's another great check to Scizor. Bulky Volcarona doesn't really care about anything Scizor can throw at it - it uses it as setup fodder. Obviously it still needs Rapid Spin support though, even moreso than Zapdos. Hurricane is a nice alternative if you're using this Volcarona in the rain, otherwise use Fiery Dance.
 
some cool scizor counters for now. good job everyone! i'd add heatran and skarmory at your list though, it can switch into bullet punch and u-turn and only fears superpower like magnezone. be sure to use a fast heatran if you don't want to be smashed by sword dance variants and be careful when you switch in and heatran'll do its job well. on the other hand, skarmory completely walls choice band variants and doesn't fear a lot sword dance variants as well (+2 superpower hurts but it has roost to recover damages), while it can setup the spikes without many problems.

With base power of 134 it can KO with fire punch and and then sweep. Like Electrolyte said "Scizor loves spamming Bullet Punch" Dragonite can scare it away then Dragon Dance then sweep or you can use it as a Revenge killer.
 
dragonite can ohko for sure scizor with fire punch but can't switch into either choice band bullet punch and into a sword dance if stealth rock are up. cb bullet punch ohkos and sword dance bullet punch with life orb does the same so i'd not really call dragonite counter of scizor. it's just a mediocre check in my eyes.
 
I think Heatran cleanly checks all variants of Scizor: it has a 4x resist to Bullet Punch and Bug Bite and OHKOes in return. Pursuit doesn't do much either.

Heatran isn't a true counter to Scizor it is a check. True it does 4x resist Bullet Punch, U-Turn, and Bug Bite. However, Scizor almost always carries the Superpower (Bulky SD Scizor does not) which in most cases is either a OHKO or a 2HKO in the case of Scarf Scizor. With a little prediction with Scizor can make quick work of Heatran.

The below calcs prove my point, Heatran is a check to Scizor. Outside of Scarf Scizor who still does over 60% to Specially Defensive Heatran and over 75% to Offensive Heatran. With it's mere presence Scizor can't spam Bullet Punches at will. Doing so while Heatran is around will be giving the opponent a free turn when you switch out Scizor for your Heatran check.

To be a true counter means that you are able to switch into any of a pokemon's attacks while not taking too much damage and threaten to OHKO, cripple, and being able to recover off the damage taken. Heatran can switch in three of Scizor's attacks with ease but risks getting OHKOed by a Superpower, which almost all Scizor carry. I would mention Heatran as a check but not a counter.

Oh, Scizor...I love the thing, but I also think it's very annoying to face. Since Scizor users almost always run the Choice Band set (a few Swords Dance sets here and there), it can almost always be best to look at that set alone to stop most Offensively Inclined Scissor Bugs. Electrolyte mentioned probably the safest answer: Gyarados. Bulky Gyarados, in general, is always a safe bet against the bug. In rain, where Scizor is safe from some Fire Attacks, Gyarados weilds a stronger Waterfall, 3HKOing for sure after Stealth Rock, assuming the ResTalk Set.
Now for the feature presentation on my end: Landorus-T.

Stop me here if this sound ridiculous, but I have found Choice Band Landorus-T to be a surprisingly strong Pokemon in OU...and nowhere is this any more obvious than against Scizor. When Stealth Rock is on the field and Scizor is weakened by it, Landorus-T's Earthquake is a guaranteed OHKO, while the worst Scizor can do is 3HKO after Stealth Rock.

To be fair, though, Landorus-T has a serious upper hand over Scizor with Intimidate, as bulky sets can take hits better and likely OHKO or 2HKO anyways.

The sturdiest physical wall in the tier, hippowdon can tank scizor hits all day, setup rocks, recover its health then either whilrwind it out (in case of swords dance scizor) or just hit it hard with earthquake. This is the best scizor can do against hippowdon:

Hippowdon easily recovers that and:

Completely unthreatened by anything it can do. It can then set up rocks or gain momentum with u-turn. Also beats pretty much every physical attacker in the game. 2hkos scizor with eq.
 
another underrated mon which can check scizor is infernape. only fears superpower and ohko back with a fire move. it isn't too bad with the rest of the meta too, in my experience the choice scarf variant is a cool revenge-killer to use since it's fast (as terrakion and keldeo) and since it has a big coverage. i only used choice scarf variants in bw so i can't express my opinion about the other set. anyways, it checks any variant of scizor and it should surprise some team as well. infernape isn't very common nowadays.

Ability: Levitate​

Massive SAtk, excellent Spe (which allows him to outspeed Keldeo and Terrakion and other threats in OU), a powerful STAB Dragon called Draco Meteor and a very good coverage are the best quality of Latios. But the quality of Latios doesn't end here, it can also run a Calm Mind set which is underrated and at the same time really good, it can be a good support for any offense team with Reflect, Light Screen and Memento and it can even bypass some of his counters and checks with some coverage moves, for example it can bypass Tyranitar and Heatran with Earthquake. So, how do you check Latios?​

Latios is and always will be one of my favorite OU Pokémon. Its Expert Belt set is criminally underused, being able to lure in Pokémon that think they can deal with it if it is locked into Surf or HP Fire, only to be crushed by the appropriate coverage move or by its effective nuke in Draco Meteor. However, Latios finds itself usually holding either a Scarf or Specs, which makes him extremely easy to be taken down by none other than everyone's favorite OU Rock-dinosaur thing.

Tyranitar is your safest bet for dealing with Latios. While it is true that some Latios carry Earthquake, it isn't enough for Tyranitar to not be named the most reliable Latios check. Beyond that, Tyranitar easily deals with all Choiced variants of Latios, either coming in on a predicted Psyshock or Draco Meteor, or coming in after something else has died. The combination of Tyranitar's excellent bulk thanks to the SDef boost to Rock types from Sand Stream and his STAB Pursuit mean that Latios can only watch as you annihilate it as soon as it tries to leave, or does pitiful damage back with chice-locked -2 Draco or HP Fire, or none at all with Psyshock.

And it's not like you'll be hard pressed to find a place for Tyranitar on your team. It makes a great partner for the ever-annoying Landorus/Keldeo core, taking out the Psychics and Ghosts that give them trouble like Latios himself, his sister Latias, or the super annoying Jellicent. Not to mention the support Tyranitar gives just by being on the field. It eliminates the opponent's weather, giving you the advantage, even if you don't abuse the sand yourself. Or you could opt to run Sandslash or Stoutland alongside it. Point is, Tyranitar is easily fit onto many different teams, and is a great way to deal with Latios. That being said, you do have to watch out for ones with Earthquake, however rare they might be.
 
Tyranitar is probably one of the most effective checks to Latios in general; however it's still fairly shaky, as Specs Surf is a guaranteed 2HKO, even with the SDef boost from Sand Stream taken into account. It hard counters all other variants, though (except for the rare Earthquake set that you already mentioned). I personally think Scarf Tyranitar is a slightly better answer for this reason, since from my experience Latios won't switch out of Tyranitar and instead will simply try to get as much damage done as possible due to the inevitability of Pursuit.

SDef Jirachi is one of the best answers to Latios. It doesn't pose the immediate threat to Latios that Tyranitar does, but it is able to shrug off its attacks with ease, use Wish+Protect to stay healthy and paraflinch it to death. Specs Surf in rain will never 2HKO, and HP [Fire] will only 2HKO when used in sun. However, this set may find itself crippled by Trick, as will similar Latios checks (e.g. Ferrothorn, SDef Skarmory, bulky Scizor, Celebi etc.), so as long as you stay on your toes, you'll be fine.

Ability: Levitate​

Massive SAtk, excellent Spe (which allows him to outspeed Keldeo and Terrakion and other threats in OU), a powerful STAB Dragon called Draco Meteor and a very good coverage are the best quality of Latios. Well, Tyranitar can't stop him at all, Surf or EQ can 2hko it, Jirachi takes a massive damage if it is Scarf ( it's the most used now ) and if it is Sdef, EQ or some other attk ( like surf or HP Fire ) can do a great damage to it.

In fact, i think one of the best pokemon who can stop it is Mandibuzz.

This pokemon can withstand the latios DMeteor and other special atks ( with Life Orb too ), take a roost, and k.o him, and if latios its physical, it's more easy to take down him thanks foul play.
 
i'll just comment the sets you posted:

@ halcyon of light: tyranitar is for sure of the best counters of latios atm. it just fears surf by choice specs variants which from what i can see on the ladder aren't as common as life orb ones, so it isn't a big problem i guess. and if you fear choice specs variants too much, you can just use special defensive tyranitar. anyways, good counter.

@ darkblazeR: jirachi is the best counters of latios in my opinion. it only fears hidden power fire in sun and earthquake with are both uncommon. nothing else to say, very good counter.

@ shined0wn: mandibuzz looks very cool and effective at the same. it checks landorus-i too, which is always cool. good job!
