The only legitimate Arceus on the cartridge are received at level 100. That means a maximum of 100 EVs per stat (from Vitamins), rather than the normal 252. Shoddy Battle is unable to enforce that limitation. It has thus been decided to ban it outright.

EDIT: This leads to my own question. What will happen if we never get the Azure Flute? With Gen 5 announced for this autumn, there's not much time for Gen 4 events. The obvious time for the Azure Flute would have been with the 12th movie. It seems entirely possible that Nintendo will decide not to distribute it, at all, anywhere. Will this mean Shoddy will never allow Arceus, or if the EV limitation can be implemented never allow fully-EVed Arceus?

No. If your Ditto is holding any of those items and uses Transform, then you are able to attack with the new set of moves. For example, if you're Choice Scarfed and you Transform on the opposing Salamence. You can then attack that Salamence with more speed from Choice Scarf. And you will be locked on to that attack. I hope that was clear.
I just checked this. You are absolutely correct (at least in Platinum).

In which case, why does Ditto's analysis not list choice items? Scarf would seem to be Ditto's best option, ensuring it only takes one hit if you bring it in after something else is KOed, unless your opponent is also Scarfed. Provided what it faces it outspeeds as a Ditto, its 48/48 defenses never even have to take a hit.
Ditto'd probably still be rubbish even in NU mind.

Well, I've known this for a very long time (since DP). And I'm not sure why there aren't any analyses on it, probably because the person that made the Ditto analysis never thought of this.

In your opinion, is cloyster or forretress more capable of laying down both toxic spikes and normal spikes in the same move set? I'm making a stall team and I would prefer to keep both spikes on the same pokemon, though I would like to have your say in whether or not these should be split up into two different pokemon.

Forretress. Since it has so many resistances, being a steel type and isn't as fragile in Sp.Def as Cloyster.

Was the Dragon-type always as good as today? As for as I remember from Advance, Dragon Claw wasn't used as much even on the likes of Salamence...

Dragon type sucked in the first two generations, got slightly better in Advance, and now is totally awesome (read: broken).

In PBR, is it actually possible to get the shiny pokemon theme outfits? Or just does anyone have a screen shot or youtube video of them?

It's very possible, albeit difficult to get them. You just have to keep playing the Colosseums, and randomly, they'll have their shiny alt. costumes. Beat them when they have that costume on, and it's yours.

If you have a negative nature for a stat, i.e. Modest that lowers attack, but attack had perfect IVs and max EVs, would it balance out, or would one still outweigh the other? Sorry if I can find this somewhere but I'm sure someone knows and I need the answer kinda quick, thanks :<

100 Base Attack calculated at level 100 with 31 IVs, 252 invested EVs:

Inhibiting nature: 269
Neutral nature: 299
Beneficial nature: 328

10% goes a long way.

Nature has about the same influence as IVs - nature more on higher stats, IVs more on lower. EVs have twice the influence of IVs. (Nature also enhances or diminishes the effect of IVs and EVs in the same stat)

The stat decreased by the nature should thus always be a 'dump stat' - something that you don't make any use of.

How do you breed moves to a certain pokemon that can only be learned by breeding if there are two different fathers needed? Ex. Hippopotas with Slack off (slaking father needed) and Curse (torkoal father needed)

You can't. If no possible father can learn both egg moves, then the combination is impossible.
Note, though, that Pokemon in the Ground egg group can breed with Smeargle, and thus gain any combination of egg moves.

Usually, its illegal. But because this is the ground egg group, smeargle can sketch both moves and breed with a female

What set should be used on a anti- lead starmie?

should it just go with simple timid, max speed, max special attack holding sash and risk the speed tie with azelf? or should it trick scarf? hold rapid spin?

I was trying to think what to use, but got to thinking that empoleon my just do it better + it has the ability to get up rocks. but its raped by the rare infernape lead.
