One way of fixing OHKO moves might be to make them have 0% accuracy. Then they'll only hit if you use something like Lock-On or Mind Reader the turn before. Also, more moves, such as Foresight, should have the same effect. Although OHKO moves will still be gimmicky, they won't be based on luck anymore.
With Sleep Powder instead it'd be just a bit less reliable. Even with no sleep move, it would still be not too bad. Poison Heal is a great ability, and its attack stat is magnificent. It gets a good movepool too. Might make OU.
Leafeon is one of my favorite Pokemon. The problem is, though, it's walled by levitating steels, destroyed by Skarm, and all it has for fire types is Dig......Poor little Leafeon needs more than Sleep Powder to be OU....It's unfortunate something like Torterra or Leafeon doesn't get Sleep Powder :( I think they would utilize it quite well. The former could use Sleep Powder on just about any set, including Rock Polish, while the latter could make an even more reliable Baton Passer. I'd also like to see Synthesis/Moonlight/Morning Sun receive boosts. As of now, they are just poor Recover/Softboiled (in terms of reliability, less PP).
Hate to burst your bubble, but It might not happen. The fact that Parasect was the only user of it and it has only usable stats in everything but speed, which is poor (makes him good for TR, though) until Shroomish learned it somewhere around lv 45. Even then, Breloom has great attack, but pretty low in every other bar Defense (which is still only usable) stat and only usable speed....Now I'm hoping the next grass type starter involves fungusness so that it'll get spore. It will never replace Breloom as my signature poke, but it would be awesome to have another fungus amongus.

But yeah, we need some better Grass types with better stats. Sure, Grass has got a lot of weaknesses, but so does Tyranitar, and no one's complaining about him.
I'm personally hoping for a Grass/Fire sweeper with Chlorophyll or Solar Power. It could be based on a nettle, or something. More importantly, it would finally give Sunny Day teams a Pokemon that gets both its STAB attacks and its ability boosted by the sun. The way it is now, one has to choose one or the other, which is what makes Sunny Day so inferior to Rain Dance.
Another change that I think would really help all the Grass mons out there is the removal of Grass' weakness to Flying, and Flying's resistance to Grass. Both of those never made any sense to me...what advantage does a bird have over a bush or a tree?
lol. Straight to OU....maybe....Also, what if we got a Carnivine evo with an ability that made it immune to Bug and made its Grass attacks SE against Bug, Poison, and Flying? (DEATH TO SCIZOR!!!!)
Hmm. If Rapidash evolved into a Fire/Steel type that looked like a motorcycle, with only 50 more BST (25 of it in speed), but still had a limited Fire/Steel movepool, and maybe a few wheel/spin or smoke-esque flavor moves, would it be OU?
@Rein - Kingler and Breloom only have 130 base attack. Kingler was tied with Machamp, Rhydon and Flareon for 2nd highest attack in RBY, behind Dragonite with 134. Krabby has 105 base attack.
If Ghost Rider were to ever have a Pokemon, I am forced to believe, without a reasonable doubt, that this would be it.
Someone mentioned earlier about an idea for a grass starter based on a sphenodon/tuatara that goes dual psychic with the secret third eye. That would be awesome, but not as a starter, because grass/psychic has been done before and it's not a good combination, and I also think a tuatara would be better with only with a single evolution or none.
Aerodactyle'd be strong, but generally speaking Rock and Flying have somewhat repetitive coverage. He'd still end up relying on Earthquake to fill out its coverage, to take down steel types like Metagross and Jirachi, which means there'd still be something of a limit to its sweeping abilities.
Kind of like Aggron. It's true that Head Smash's incredible base power can make up for Aggron's "only" above average ATK stat, but having to combine it with Non-STAB earthquake leaves its overall power and coverage wanting combared to say, Rhyperior.
