A question about HGSS, are there still foreign dex entries in the game like there where in DPPt?
According to my Heart Gold, the answer is yes -- I traded a Pikachu to Surge for the French one named Volty...and I got its French Pokédex description.
 
What is the best ev spread for a Bold Milotic in OU? Mine currently has 248 HP/248 Defense/8 Speed/4 Special Attack...

are the speed evs worth it or would I be better off just maxing HP and Defense?

If you look in the EVs section of the Milotic analysis, 8 speed EVs are necessary to outspeed Adamant max speed Aggron. However, as your particular Milotic will be used in OU play, where Aggron isn't seen much, you may consider not adding those EVs.

is custap berry a legal item? also, does item clause affect things like double leftovers or double choice scarf?

Custap berry doesn't do anything, but I don't think it's illegal. Item clause does affect double items, like double leftovers or double choice scarf.

It depends on where you use it. In link battles (both wireless and wifi), in Battle Tower/Battle Frontier, and in Trainer House in Viridian City, your Pokémon are restored back to their original state after the battle; this includes items, so you'll have your original item back again. Most battles in-game, though, you'll permanently lose your item (and permanently gain your opponent's).
 
I'm off to breed my own Blastoise. I want the following egg moves, numbered by importance:

2. Water Spout
3. Yawn
4. Mirror Coat

Serebii is lagging at the moment, so I can't check what's possible to breed. What's the best possible combination of these moves?

There is no way to get any of those together. At least I tried to look for every possible chain by checking possible parents on Serebii.

EDIT: The person bellow is correct. I'm just stupidly blind...

The best you can do is both Yawn and Aqua Jet from a Golduck.
 
Custap Berry is illegal in standard play. It is a one time berry that allows the user to go first when its HP is 25% or lower.
On what grounds is it illegal. Is it not programmed into Shoddy, or did it get banned, because as far as I know there is no Custap Berry Clause, implying it is legal in standard play where it exists.
 
It is illegal in standard play in the same way as Bright Powder and Quick Claw are illegal in standard play, it depends on luck.

You are perfectly allowed to use those items usually. Its just that some people dont like playing against them and refuse to play against players using them. If you want to use those items on shoddy you can

Brightpower and Quick Claw are perfectly legal in Standard play; the "Hax Item Clause" is not a Standard clause. And Custap Berry does work that way 100% of the time, it just isn't programmed into Shoddy 1, like Lagging Tail or Power Herb.

I haven't been active that much in the past month due to my wireless internet connection blocking smogon so I was wondering has anything big happened here since I've been gone?
 
Questions about the Synchronize ability.
1. Will a pokemon with Synchronize make a wild pokemon have the same nature all the time?
2. What is the rate?
3. Also, I heard Synch won't work on roaming Legendaries? Is this true? Does this mean i have to Soft Reset til I get the nature I want?
